About The Position

The HSES Manager has overall responsibility for the development and delivery of all HSES programs, including regulatory compliance and overall HSES performance for an operating region or country. This position is a People Leadership role, managing technical and professional employees. The role directly reports to the Regional Manager or Sr. Manager HSES

Requirements

  • Typically 10-15 years since first degree and 8+ years of relevant construction experience
  • 3+ years in a Manager role
  • BSc degree or equivalent experience in HSE or technical curriculum
  • Comprehensive knowledge, training and certification in relevant statutory regulations including: OSHA Construction & General Industry Standards Hazard Identification, Risk Assessment and Risk Control HSE induction/training requirements Fall Protection Confined Space Entry, Mobile Crane & Rigging Safety Hazardous Materials Management incident investigation and reporting

Responsibilities

  • Delivery of all HSES requirements and project deliverables for a defined geographical region or country
  • Regulatory requirements and compliance specific to the scope of work
  • Ensuring HSES plans, procedures and instructions are implemented
  • Project HAZID’s and other risk reviews
  • Risk Register and Corrective Action Tracking
  • HSES Prequalification of project subcontractors and vendors, as applicable
  • Hazard risk assessments – including completion of Red Sheets
  • Project HSES Activity Plans
  • Site and Employee security programs and procedures
  • Crisis management programs and planning, including emergency evacuations and actions
  • HSES training need analysis and coordination of implementation
  • New Hire HSE Training
  • HSE input into site execution planning and setting objectives, targets and goals
  • Incident Investigations and reporting (COMET)
  • Master Service Agreements with HSES service providers.
  • Environmental compliance
  • Develop and monitor HSES procedures for site execution plans.
  • Deliver HSES Audit programs, including continuous improvement cycles
  • Subcontractor HSE screening process
  • Ability to occasionally travel to job locations for routine business or emergencies
  • HSE representation at client meetings
  • Review of contract specification and client procedures in support of bids
  • Completion of pre-bid jobsite walks
  • Available up to 24 hours a day for incident response when facility is operational and paid for all hours worked.
  • Be conversant with local, State, and Federal Environmental laws, codes, and regulations
  • Conduct daily environmental and safety inspections and observations to ensure employees’ daily adherence to JSA/SOP and maintain all applicable permit postings at the shop.
  • Lead in internal environmental audit plans, oversees audits from regulatory auditors.
  • Preparation of environmental performance reports and submission to the Area HSES Manager.
  • Ensure new products/chemicals comply with the Shop permit emission limit for VOC, HAPs, and PM by reviewing the product SDS, recommending the appropriate PPE and keeping the SDS library updated.
  • Develop a system of tracking applicable Environmental Reporting Deliverables (AEIR, Title V compliance reports Quarterly SWPPP inspections and sampling, TRI, ).
  • Lead Spill Response and Environmental Incident Investigations and reporting.
  • Providing environmental input into look-ahead plans and reports based on schedule.
  • Provide support to environmental input to Management of Change and Lessons Learned.
  • Manage Environmental Management System “ERA”, ensuring prompt data entry. Create applicable internal and regulatory reports and deliverables by utilizing the system.
  • Train other employees on ERA system use.
  • Crisis management programs and planning, including emergency evacuations and actions.
