About The Position

Hydro One is seeking a Mgr, HSE Field Support to assist the Director Health, Safety & Environment in strategy development and ongoing implementation of management systems and programs related to health, safety, and environment within Hydro One Networks Inc. This role involves developing strategies and programs that align with the Corporate Managed System, providing efficient and effective direction, and managing the primary service provider/facilitator organization for safety and environmental services for both field operations and head office. The services provided must meet business needs, be high quality, and delivered in a timely manner.

Requirements

Responsibilities

  • Develop strategies, programs, systems, review mechanisms, and service provision models in the areas of Safety and Environment for Hydro One Inc.
  • Ensure the availability and quality delivery of critical safety and environmental services and technical support, including incident investigation, compliance reviews, self-assessment development, prevention/improvement plans, management system implementation, emergency response support, JHSC support, risk assessment, program development support/coordination, TDG management support, and technical specialist support (e.g., Land Assessment and Remediation).
  • Support incident reporting, investigation, and follow-up processes, ensuring appropriately trained resources are available and recommending changes to corporate processes.
  • Develop strategies and programs to improve and manage health, safety, and environment management systems and services within Hydro One Networks, aligning with the Corporate management system to continually improve HSE performance and meet due diligence requirements.
  • Review and advise Senior Management on potential operational implications of investment decisions, strategic direction, and business planning related to Health, Safety, and Environment.
  • Assess Health, Safety, and Environment liabilities (e.g., WSIB, Ministry of Labour, Ministry of Environment) that could impact asset value and legal liabilities (e.g., Workwell Audit, MOL Orders to Comply, MOL Charges).
  • Evaluate the impact of Health, Safety, and Environmental legislation on Hydro One Networks and recommend strategic responses, assessing effects on resourcing levels.
  • In association with business units, develop ongoing strategies for compliance reviews and monitor results to assist in developing programs to mitigate risks, liabilities, and inefficiencies.
  • Assist with the development of H, S, & E strategies that maintain shareholder value and enable business objectives, ensuring the operational perspective is considered.
  • Represent and act on behalf of Hydro One Networks in dealings with the Ministry of Labour, Ministry of the Environment, and external agencies regarding specific health, safety, and environmental liabilities.
  • Manage staff within the Health Safety & Environment Field Services Department, including those in rotational supervisory development roles.
  • Ensure a formal staff development and mentoring program is in place for developmental rotation staff and that it is achieving desired results, interacting with sending unit management to ensure expectations are met.
  • Develop strategies and programs for the accomplishment and monitoring of performance measures and targets (e.g., severity & frequency, incident reporting) for H, S, & E within Hydro One Networks.
  • Monitor and assess program performance and resourcing requirements for the H, S, & E function and redirect as necessary.
  • Consult, influence, and maintain effective working relationships with health, safety, and environmental stakeholders (governments, industry, employees, general public, special interest groups) to help Hydro One meet its business objectives.
  • Support the business/strategic planning/budgeting process (staff resources, staff commitments) with respect to health, safety, and environment initiatives.
  • Develop strategy and the means to evaluate data to improve Health Safety & Environment performance for Hydro One Inc.
  • Contribute to the development of integrated strategies, plans, policies, programs, and procedures in health, safety, and the environment to enable Hydro One Inc. to achieve its business objectives.
  • Set appropriate context for subordinates regarding Hydro One Inc. objectives, strategies, policies, accountabilities, tasks, budget, programs, compliance, and performance targets.
  • Establish an effective framework of policies and procedures for the work of the department.
  • Ensure compliance with all legal and regulatory requirements, Hydro One Inc. policies and procedures, and generally accepted practices.
  • Establish a two-way working relationship with subordinates to solicit their views and identify continuous improvement opportunities.
  • Ensure appropriate managed systems are in place to meet all due diligence requirements.
  • Ensure subordinates are able and willing to produce desired outputs and continuously improve processes.
  • Assess staff capability for current and future work.
  • Conduct personal effectiveness reviews of subordinates to build relationships, trust, and improve effectiveness.
