About The Position

The City of Red Deer is currently recruiting for a Metering Foreperson for a permanent full-time position. This is supervisory-level work performed at the Journeyman level, involving the construction, installation, maintenance, testing, and repair of all Utility owned electric revenue metering assets, including those within the Advanced Metering Infrastructure (AMI). The position also supports the deployment, commissioning, and ongoing operation of AMI system components such as communication networks, AMI meters, and system integrations to ensure accurate and reliable metering and operational data for customer billing and utility operations.

Requirements

  • Possession of a valid Journeyperson Electrician Technician Certificate with ability to work in Alberta.
  • 5 years’ experience working as a Journeyperson Electrician Technician at an electric utility.
  • Previous leadership experience.
  • Excellent communications and interpersonal skills to establish and maintain effective working relationships with customers, field staff, technical personnel and other stakeholders both internal and external.
  • Demonstrated commitment to training, mentoring, coaching and team building.
  • Considerable knowledge and the approved work methods, tools and equipment required in Revenue Metering, communications and maintenance work related to Revenue Metering and AMI infrastructure.
  • Working knowledge of Measurement Canada and Alberta Utilities Commission (AUC) legislation and regulations, and Alberta Electrical Utility Code and Canadian Electrical Code.
  • Excellent analytical skills and attention to detail.
  • Ability to meet multiple deadlines in a changing environment.
  • Ability to read and interpret standards and specifications, etc. and to accurately complete all documentation required.
  • Ability to assist in the preparation of cost estimates for future and existing projects.
  • Excellent skills in the use of Microsoft and other windows-based software and other utility applications.
  • Demonstrated commitment to Occupational Health and Safety Legislation and the City’s Health, Safety, and Environmental Management Program.
  • A valid Class 5 Alberta Motor Vehicle Operator’s License with an acceptable driving record.
  • Ability and willingness to work under adverse weather or job site conditions.
  • Good physical condition and sufficient strength to perform manual tasks in relation to required work.

Responsibilities

  • Coordinate and Schedule Revenue Metering Work Orders - Schedule and manage all received work orders, ensuring timely processing through automated systems or on‑site field visits.
  • Provide Technical Expertise for Revenue Metering and AMI Systems - Support internal stakeholders and field operations with complex revenue metering designs, troubleshooting, and technical problem resolution.
  • Review, Validate, and Approve Meter Testing Results - Review, analyze, and sign off on meter in‑situ tests to ensure compliance with revenue metering standards and accuracy requirements.
  • Integrate Field Data into AMI Systems - Coordinate with stakeholders to ensure accurate integration, processing, and troubleshooting of revenue metering data within the AMI system.
  • Investigate and Resolve Revenue Metering Issues and Alarms - Lead or assist in resolving escalated issues involving revenue meters and AMI devices, coordinating responses to alarms, events, and abnormal readings.
  • Prepare Technical Reports and Recommendations - Analyze meter test results, prepare summary reports, and collaborate with relevant teams to develop corrective actions when abnormalities are identified.
  • Supervise, Mentor, and Train Staff - Provide day‑to‑day supervision, training, and mentorship to employees involved in AMI and revenue metering work, ensuring adherence to codes, standards, and procedures.
  • Ensure Safety, Compliance, and Quality of Field Operations - Promote and enforce safe work practices, regulatory compliance, and quality standards for revenue metering accuracy and functionality.
  • Manage Escalated Meter Disputes and Site Audits - Handle complex customer meter disputes and site audits, ensuring revenue metering compliance, accuracy, and proper documentation.
  • Support Standards, Documentation, and Asset Management - Assist in developing and enforcing revenue metering standards, policies, and procedures, while maintaining accurate asset documentation and records.
