About The Position

The Federal Reserve Bank of St. Louis supervises state member banks, along with bank and savings and loan holding companies, located within the Eighth Federal Reserve District. Situated within the Supervision, Credit, and Learning Division, the Mergers & Acquisitions (M&A) Unit processes state member bank and holding company regulatory filings and notifications for mergers, acquisitions, changes in bank control, and de novo branches. The M&A Unit is seeking a Financial Analyst to join our specialized team. Reporting directly to the unit manager, the successful candidate will work collaboratively with fellow financial analysts to support the Eighth District’s regulatory application review process. As an M&A Financial Analyst, you will independently manage a caseload of application and notice filings from initial intake and acceptance through comprehensive review, analysis, and final disposition. In this capacity, you will evaluate filing proposals against relevant statutory factors and analytical considerations, including assessing the financial and managerial condition of applicant and target entities, analyzing their prospects, and identifying potential concerns for timely escalation to unit management. You will prepare comprehensive documentation that includes thorough summaries of filing proposals, detailed analysis against statutory factors and regulatory considerations, and supported recommendations for action by the Reserve Bank under delegated authority or referral to Federal Reserve Board of Governors’ staff. You will also serve as a subject matter expert on assigned filings, presenting case summaries and status updates in weekly team and ad hoc meetings. The position requires frequent collaboration with stakeholders, including internal teams such as safety and soundness, consumer affairs, and legal staff, as well as external parties including other bank regulatory agencies, applicants and their representatives, and Federal Reserve Board of Governors’ staff. Additionally, you will have opportunities to participate in special projects and Federal Reserve System M&A workgroups, contributing to broader System M&A initiatives.

Requirements

  • Bachelor's degree in economics, finance, accounting, business administration or similar fields of study or commensurate experience
  • 7 years' related experience (e.g., financial analyst, bank examiner or similar positions)
  • Specialized knowledge of activities closely associated with M&A work (e.g., banking, banking regulations, accounting guidance, law, or related areas)
  • Attention to detail
  • Ability to synthesize information
  • US Citizen or lawful permanent resident intending to become a citizen who meets certain other requirements
  • This position requires access to confidential supervisory information (CSI) and/or Federal Open Market Committee (FOMC) information. Access to CSI and FOMC information is limited to U.S. citizens, lawful permanent residents, individuals who meet the definition of “protected individual” under 8 U.S.C. § 1324b(a)(3), and certain other nonimmigrants. All non-U.S. citizens authorized to access CSI and/or FOMC information must sign a declaration of intent to expeditiously become a U.S. citizen when eligible. All employees who require access to CSI and/or FOMC information are subject to periodic background investigations and must comply with all applicable information handling policies.
