We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Mental Health is seeking qualified candidates to fill emergency Mental Health Program Manager IV vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Mental Health Program Manager IV.

Requirements

• Option I: A valid, current license to practice clinical psychology, clinical social work, marriage and family therapy, or nursing issued by the appropriate State of California licensing agency - AND - Three years of experience, at the level of Mental Health Program Manager III, providing administrative and technical direction through subordinate managers in the operation of a large or multiple small regional or service area mental health services delivery program/s comprised of multidisciplinary treatment and support staff.
• Option II: A Bachelor’s Degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or a closely-related field from an accredited college or university – AND – Four years of experience providing managerial direction through subordinate managers at the level of Mental Health Program Manager III.
• Option III: A Bachelor’s Degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or a closely-related field from an accredited college or university – AND – Six years of experience providing managerial direction through subordinate supervisors at the level of Mental Health Program Manager II.
• A Master's degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or a closely-related field from an accredited college or university will be accepted for one year of the required experience.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Responsibilities

• Assists the senior-level director in the direction of departmental programs and services including the formulation and development of policies relating to the delivery of outpatient mental health services throughout multiple Service Areas within the County or within regional boundaries.
• Assesses mental health needs of the communities within specific regional boundaries, evaluates the effectiveness of existing programs; and within agency guidelines and under the direction of the senior-level manager, implements new programs or modifies existing programs and services.
• Plans, organizes, assigns, directs, and evaluates work through subordinate managers and supervisors, including administrative functions such as budget preparation and position control, personnel selection and development, and preparation of reports.
• Directs the maintenance of records, preparation of reports, clinical and administrative functions necessary for the operation of the Bureau/Division, which includes both centralized and service area operations.
• Represents the Department of Mental Health during meetings and conferences with federal, state, and other county departments and with various public and private agencies.
• Ensures that services provided by the Department meet federal, state, and County legislation regulations and standards; and ensures services meet court-mandated standards for conservatees.
