About The Position

The Mental Health Professional – Clinical Supervisor oversees clinical service delivery for adult and children’s mental health programs by providing comprehensive supervision, guiding diagnostic and treatment practices, and ensuring statutory and regulatory compliance. The position delivers direct clinical services, manages civil commitment processes, coordinates interdisciplinary treatment teams, and intervenes in high-risk crisis situations. It leads program development, supports staff through training and case consultation, and collaborates with courts, agencies, health plans, and community partners. Through strong clinical judgment and leadership integrated across program functions, the Clinical Supervisor ensures high-quality, person-centered mental health services for the County.

Requirements

Master’s degree in Social Work or related field from an accredited college/university
Two (2) years, or 4000 hours, of clinical practice required with supervision as approved by the MN Board of Social Work OR experience/clinical practice according to the requirements of other professional Boards in the State of Minnesota.
30 hours of training specific to clinical supervision within six (6) months of hire.
24 hours of supervisory continuing education credits on a biennial basis.
Licensed mental health professional, in the State of Minnesota, having one of the following licenses: LPCC, LP, LMFT, LICSW, or APRN.
A valid driver’s license and personal vehicle with proof of insurance required.
Knowledge of and ability to implement relevant laws, rules, regulations and policies governing adult mental health and adult rehabilitative mental health services, social service provision, reporting requirements, data practices, and client rights.
Knowledge of the principles and methods of human services.
Knowledge of counseling theories and brief, solution focused cognitive/behavioral therapy approaches.
Knowledge of the standards, practice and philosophy of services to adults with serious and persistent mental illness and children with severe emotional disturbance.
Knowledge of the “Diagnostic and Statistical Manual of Mental Disorders” by the American Psychiatric Association, and the ability to complete client diagnostic assessments and make recommendations for treatment.
Knowledge of community resources and the legal system.
Knowledge of and ability to seek out resources that are beneficial to the clients served.
Skill in interviewing techniques, assessment, case planning, and case management.
Skill in completing mental health assessments and implementing individual, group, or family therapy to treat psychological issues.
Ability to exercise independent judgment when responding to potentially life-threatening situations.
Ability to organize, assign and oversee work assignments.
Ability to analyze and interpret rules and regulations pertinent to the provision of ACT services.
Ability to collect and review information regarding program performance and provide feedback to the program’s administrative supervisor.

Responsibilities

Provide individual and group clinical supervision to case managers, family school support staff, social workers, and interns to ensure comprehensive assessments, diagnostic accuracy, treatment planning, and statutory/TMACT compliance.
Review and approve clinical documentation—including Rule 79 records, CMH/AMH treatment plans, functional assessments, CASII tools, Necessity of Care, and crisis plans—ensuring compliance with MN Statute § 245I and other regulatory requirements.
Exercise independent judgment when guiding staff responding to complex client needs, life-threatening situations, or conflicting clinical viewpoints; assess and intervene in crisis situations involving risk of self-harm, suicide, or harm to others.
Facilitate intake processes, clinical team meetings, placement review meetings, cross-training, and cross-agency collaboration to ensure coordinated service delivery.
Provide staff training on diagnosis, treatment planning, crisis plan development, person-centered practice, and program policies; complete supervision documentation required for licensing, billing audits, and program compliance.
Conduct early intervention assessments, pre-petition screening interviews, data collection, and commitment documentation within required timelines.
Prepare all civil commitment paperwork, including petitions, provisional discharge revocations, transport orders, 60/90-day reports, and Mentally Ill and Dangerous (MI&D) quarterly reports.
Attend and provide testimony at hearings (preliminary, commitment, review, and revocation); develop individualized discharge plans.
Deliver case management services for individuals under civil commitment and provide clinical guidance on commitment-related decisions for staff.
Provide clinical treatment, rehabilitation, psychotherapy, symptom management, and supportive therapy to a defined caseload—including ACT clients—within community environments.
Conduct comprehensive clinical assessments, develop client-centered treatment plans with the ITT, and maintain regular community contact with clients.
Determine program eligibility based on diagnostic criteria.
Assess and intervene in crisis situations, develop and monitor crisis safety plans, and implement MN Statute 245I diagnostic formulation requirements.
Educate clients and families, advocate for client rights, complete progress notes, and maintain all required clinical documentation.
Lead daily organizational and treatment-planning meetings; coordinate client admissions, initial assessments, assignment of staff, and interdisciplinary treatment processes in collaboration with psychiatric service providers and supervisors.
Provide program-specific guidance, feedback, and training to ACT team members; evaluate client status and plan appropriate treatment activities.
Oversee development of staff training plans per MN Statute § 245I; coordinate coverage with crisis providers; ensure client rights and protection requirements are upheld.
Offer independent judgment to staff facing complex clinical situations and provide direction during high-risk client encounters.
Facilitate Rule 5 pre-placement meetings, communicate diagnostic insights, and identify reunification goals for children and families.
Complete Rule 5 assessment tools for CHIPS cases, review CASII scoring, and determine placement eligibility and funding criteria.
Coordinate with health plans regarding eligibility, approvals, and required documentation; prepare appeal materials when needed.
Collaborate with multiple agencies to ensure consistency, compliance, and appropriate placement decisions.
Ensure compliance with county/agency policies, licensing rules, and state and federal regulations across mental health programs.
Demonstrate constructive change management, prioritize and delegate workload, and support continuous improvement of mental health services.
Collaborate with commissioners, advisory committees, legislators, partner agencies, organizations, and the public.
Assist in development, implementation, and review of policies and procedures relating to AMH/CMH clinical supervision and service delivery.
Complete required agency reports, forms, SSIS records, and program-specific assignments within designated timelines.
Prepare clinical summaries, diagnostic assessments, status reports, and other documentation necessary for court, audit, program, or compliance purposes.
Participate in unit meetings, all-staff meetings, clinical supervision sessions, and agency committees as assigned.
Report maltreatment concerns and ensure documentation meets audit and billing requirements.
Provide Person-of-the-Day services and after-hours/weekend on-call coverage as scheduled for Adult Services.
Document referrals, assess need for immediate intervention, conduct welfare checks, and offer information, consultation, and referrals.
Ensure emergency response actions are clinically sound and aligned with agency procedures; support staff responding to high-risk situations.
Maintain professional communication with clients, families, and providers during urgent or crisis contacts.
