About The Position

AHRC New York City is seeking a Mental Health Outpatient Service (MHOTRS) Director for their Family Clinical division. The MHOTRS Clinic Director provides day-to-day leadership and oversight of clinic operations, including scheduling, intake, documentation, and service delivery. This position is responsible for ensuring regulatory compliance, clinical quality, and effective interdisciplinary coordination, and serves as a key liaison with regulatory bodies, funders, and internal stakeholders. The Director also supports departmental leadership and provides operational and clinical guidance to clinic staff to ensure high-quality, person-centered outpatient mental health services.

Requirements

  • LSCW or License in Psychology required.
  • Minimum of 5-7 years experience in a position overseeing all aspects of compliance in a department-wide capacity for a government, nonprofit or business organization.
  • Successful supervisory experience of both clinicians and operations staff.
  • Strong, effective writing and verbal communication skills, as well as excellent organization skills with attention to detail.
  • Ability to interact effectively and collaboratively with department managers, colleagues, and direct reports.
  • Flexibility to operate in a rapidly-changing work environment, with ability to adapt and be sensitive to organizational culture.
  • Possesses professional integrity, independent thinking skills and commitment to objectivity.

Responsibilities

  • Provides overall administrative, clinical, and operational leadership for the MHOTRS outpatient mental health clinic, ensuring high-quality, person-centered services in accordance with OMH regulations and agency standards.
  • Ensures compliance with all applicable OMH MHOTRS regulations, licensing requirements, Medicaid billing rules, contractual obligations, and documentation standards.
  • Oversees daily clinic operations, including scheduling, staffing coverage, intake workflows, utilization management, and coordination of clinical services.
  • Directly supervises and supports clinical leadership and licensed providers, ensuring appropriate clinical supervision, credentialing, performance evaluation, and professional development.
  • Collaborates with Psychiatry, Nursing, Psychology, Social Work, and Rehabilitative Services leadership to support interdisciplinary, integrated care delivery.
  • Partners with Finance and billing staff to support accurate documentation, coding, and reimbursement, and to monitor clinic productivity, revenue, and expense trends.
  • Collaborates with centralized Compliance and Quality Improvement departments to support audits, corrective action planning, and ongoing monitoring of clinic performance.
  • Oversees risk management and incident review processes related to clinic operations, in coordination with compliance and quality teams.
  • Supports development, implementation, and ongoing review of clinic policies, procedures, and clinical practice guidelines.
  • Leads recruitment, onboarding, supervision, and retention of clinical and administrative clinic staff.
  • Oversees training and ongoing staff education related to clinical practice standards, documentation requirements, privacy, and regulatory compliance.
  • Serves as a primary liaison with OMH, managed care organizations, referral sources, and external partners related to clinic operations.
  • Participates in departmental and organizational leadership meetings, intake and eligibility decision-making processes, and interdisciplinary forums.
  • Supports program development, service expansion, and implementation of new clinical initiatives aligned with organizational priorities and community needs.
  • Ensures the integrity of clinical and administrative information systems, including EHR use, reporting, and data accuracy.
  • Maintains an on-site presence as required, with a minimum of 60% in-person engagement each work week, recognizing that assigned work sites may vary and that on-site expectations may exceed this level based on operational and clinical needs.
  • Performs additional related duties in support of departmental and organizational goals.
