About The Position

The State of Ohio Department of Behavioral Health (DBH) is seeking a Problem Gambling Administrator to lead statewide efforts in strengthening prevention, treatment, recovery, and harm-reduction services for individuals and families impacted by problem gambling. This role provides strategic direction, oversees statewide initiatives and funding, and ensures services across Ohio are coordinated, high-quality, and responsive to community needs. The position directly influences statewide access to high-quality problem gambling support services, offering an opportunity to collaborate with passionate professionals, shape statewide initiatives, and help strengthen Ohio’s behavioral health system. DBH is a drug-free workplace and may have additional restrictions related to marijuana use.

Requirements

• Completion of undergraduate core program in one of the following fields: mental health & developmental disabilities technology, social work or comparable field (e.g., child & family community services), special education, psychology or rehabilitation OR 24 months experience in development & implementation of treatment/ habilitation plans for persons who are mentally ill or developmentally disabled & working as part of interdisciplinary team to assess consumers'/residents' needs & abilities.
• 12 months training or 12 months experience in state & federal regulations, standards & court orders governing care, custody, treatment, programming & environment of consumers/residents in mental health or developmental centers, or regulating drug treatment center operations or federally funded drug abuse services, or governing delivery of psychiatric services in adult correctional institution, or affecting community mental health programs.
• 12 months experience developing goals, objectives, policies & procedures of operational unit or program of agency or firm & monitoring implementation of same.
• 6 months training in supervisory principles/techniques or 6 months experience scheduling, monitoring & evaluating personnel.
• 6 months training in budgeting or 6 months experience determining budget needs & spending for operational unit or program of agency or firm.
• 6 months training in employee training & development or 6 months experience writing training materials or conducting training.
• 3 months training in manpower planning or 3 months experience scheduling personnel for adequate coverage & making staff projections.

Responsibilities

• Plan, develop, implement, coordinate, monitor, and evaluate the statewide continuum of problem gambling prevention, treatment, recovery, and harm-reduction services.
• Oversee grants, contracts, and projects from inception through completion, including fiscal oversight, performance monitoring, reporting, and compliance with all applicable requirements.
• Develop and implement statewide policies, procedures, standards, performance measures, and strategic initiatives that strengthen access to quality services.
• Ensure program activities align with state and federal laws, administrative rules, department priorities, and evidence-informed practices.
• Prepare Request for Applications and Request For Proposals and monitor deliverables.
• Provide training, consultation, and technical assistance.
• Collaborate with state agencies, including the Ohio Casino Control Commission and the Ohio Lottery.
• Define problems, collect data, establish facts, and draw conclusions to support program decisions.
• Assess needs of defined populations and evaluate services delivered.
• Gather, classify, and analyze information related to data, people, or activities.
• Write and edit program policies, guidelines, and reports.
