About The Position

We are currently seeking an Enterprise Architect to play a key role in the successful modernization of the Illinois Medicaid Enterprise System (MES). The Enterprise Architect will assist the (Lead) Medicaid Enterprise Architect in defining and governing the end-to-end enterprise architecture for the State of Illinois Department of Healthcare and Family Services (HFS) task order supporting Medicaid Enterprise modernization. This role ensures that solution designs align to business outcomes, Medicaid Enterprise objectives, and target-state architecture across business, application, data, integration, infrastructure, and security domains. The Enterprise Architect will support architecture planning and roadmap development, establish architecture standards and patterns, and provide oversight to ensure solution consistency, interoperability, scalability, and maintainability. Working closely with cross-functional teams, this role evaluates current-state capabilities, identifies gaps and risks, and guides modernization decisions including cloud strategy, integration approaches (e.g., API-enabled architecture), data architecture, and legacy system transition. Serving as an key architecture resource for HFS, and key stakeholders, this role facilitates architecture governance (e.g., design reviews, decision logs, and compliance to standards) and supports the establishment of architectural direction, facilitates tradeoffs, and identifies key impacts for discussion with both technical and non-technical audiences throughout the engagement.

Requirements

  • Minimum 5 years of experience using enterprise architecture principles to address large scale transformation efforts, using web based "N" tier platforms to the extent possible and as appropriate.
  • Minimum 3 years of experience in the Health and Human Services domain with participation on a Medicaid Eligibility, MMIS, Health Information Exchange (HIE) or Health Information Technology (HIT) projects with post ACA effort
  • Minimum 2 years of demonstrated experience using one or more of the key federal architectures, industry standard techniques and methodologies such as The Open Group Architecture Framework (TOGAF), Zachman and Information Technology Infrastructure Library (ITIL).
  • Minimum 2 years of demonstrated experience using Health and Human Services (HHS) domain reference modules such as National Human Services Interoperability Architecture (NHSIA) or Medicaid Information Technology Architecture (MITA).

Responsibilities

  • Provide enterprise architecture guidance to inform program decisions, priorities, and modernization tradeoffs.
  • Define and maintain enterprise target-state architecture across business, application, data, integration, infrastructure, and security domains.
  • Support the establishment and governance of new architectural standards, processes, and patterns (including architecture runway principles) to enable consistent integration across platforms, operating systems, and applications; ensure compliance via reviews and decision documentation.
  • Assess current-state capabilities and gaps, identifying risks, constraints, and modernization opportunities across systems and integrations.
  • Develop and guide modernization roadmaps and sequencing recommendations, including assumptions, dependencies, and reuse opportunities.
  • Define and oversee integration strategy, including API-enabled approaches, interoperability requirements, and cross-system dependency management.
  • Oversee enterprise data and application architecture direction, including data flows and high-level data sensitivity considerations to support reporting/analytics needs.
  • Translate business needs to technical solutions (and vice versa); demonstrate understanding of business and technical requirements gathering and support functional workflow, business process, and information flow discussions.
  • Align architecture with Agile/SAFe delivery by providing architectural context for PI planning/backlog readiness, ensuring non-functional requirements are addressed, and participating in project-level meetings (including status) as needed.
  • Communicate and enable architecture adoption through clear written, verbal, and visual artifacts (e.g., diagrams), track relevant industry trends/new technologies and make recommendations, and support service/practice initiatives and other duties as assigned.
