About The Position

This is a federal contracting opportunity that we, the Company, are bidding on and has not been awarded. The availability of this position is contingent upon successful award of the contract. We are seeking an experienced Mechanical Quality Control/Quality Assurance to provide construction quality management and quality assurance support for the electrical portions of repair, renovation, and modernization projects at Walter Reed National Military Medical Center (WRNMMC). support focused on inspecting, verifying, and ensuring compliance of electrical systems and workmanship to industry standards and project specifications.

Requirements

  • Licensed Professional Mechanical Engineer (PE) or Licensed (Master) Mechanical (HVAC) Contractor with a minimum of ten (10) years of relevant field experience working in construction/renovation/modernization mechanical disciplines of work.
  • Prior experience utilizing and participating in the U.S. Army Corps of Engineers Three-Phase Inspection Process as well as prior experience utilizing and following USACE EM 385-1-1, Safety and Health Requirements Manual.

  • OSHA 30-hr, Construction Quality Management for Contractors (CQM-C) (Personnel shall have the following training/certifications within 90 days of being on site)
  • Familiarity with USACE Safety Management System (CE-SOHMS)
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license

Responsibilities

  • Review plans and specifications during design and construction for contract compliance, constructability, and technical correctness.
  • Maintain mechanical construction records, prepare daily reports through the USACE Resident Management System (RMS), and provide signed weekly reports, weekly progress photographs, and inspection and testing checklists.
  • Support punch-list preparation, review final as-built drawings for accuracy, and collect and review warranties and mechanical operation and maintenance information for turnover to WRNMMC maintenance personnel.
  • Evaluate mechanical submittals, shop drawings, samples, and construction contractor requests for information or clarification, and provide written comments and recommended responses to the Contracting Officer’s Representative (COR).
  • Review whether construction methods and materials meet contract requirements.
  • Perform continual on-site surveillance of mechanical construction activities, inspect the construction contractor’s quality-control activities, and monitor and document required testing.
  • Review schedules, identify deficiencies and potential delays, and recommend corrective actions.
  • Attend weekly progress meetings, communicate mechanical construction issues and recommended solutions, and support the team’s monthly safety spot checks.
  • Review change requests, cost proposals, requests for equitable adjustment, and claims; provide supporting technical analysis and recommendations to the Government, including proposed time extensions when appropriate.
