About The Position

The Measurement and Verification (M&V) Specialist will partner with Energy Engineers to provide crucial technical assistance and validation for Energy Savings Performance Contracting (ESPC) public works projects. This role involves managing, reviewing, and executing M&V plans during project development and post-construction to ensure client agencies meet their energy efficiency targets. The specialist will conduct research and verify performance outcomes to help client agencies advance their sustainability and carbon reduction goals.

Requirements

Certified Measurement and Verification Professional (CMVP), Engineer in Training (EIT), or Energy Manager in Training (EMIT) certification.
Six (6) years of combined experience and/or education that demonstrates competency related to this role.
Qualifying education will be in engineering, math, environmental science, or the hard sciences.
Qualifying experience will include demonstrated experience with: A deep knowledge of energy efficiency principles, building systems analysis, commissioning, and conducting energy audits.
Hands-on experience developing M&V plans, validating post-construction energy savings, and working with Energy Savings Performance Contracting (ESPC).
Practical background in facility management, utility tariff structures, and billing schedule analysis.
Electrical engineering, mechanical engineering, or related field.
Two (2) years of this experience must be at the professional level.
Demonstrated ability to: Communicate clearly and navigate conflict resolution through effective negotiation and teamwork.
Manage complex engineering projects independently while balancing competing priorities with minimal supervision.
Analyze facility energy flows, evaluate emerging energy technologies, and resolve building performance issues.

Responsibilities

Consults with Energy Program Project Managers (PMs) and Energy Service Companies (ESCOs) to develop, review, and refine project M&V plans.
Ensures proposed energy efficiency plans comply with International Performance Measurement and Verification Protocol (IPMVP) standards.
Applies engineering principles to evaluate energy efficiency calculations and confirm they accurately capture the project's actual energy impact.
Negotiates with ESCOs to select the most appropriate IPMVP option based on specific project characteristics.
Advises PMs on KPIs and measurement timing, and identifies additional requirements for availability payment structures in Energy as a Service (EaaS) projects.
Reviews commissioning reports and M&V plans to ensure installed equipment functions according to project specifications and achieves guaranteed energy savings.
Evaluates equipment deviations, calculates their energy impact, and advises ESCOs on necessary adjustments or additional measurements to protect guaranteed savings.
Identifies project scope changes, verifies revised energy calculations using engineering principles, and communicates updates to the Project Manager and client agency.
Verifies energy savings and performance factors for EaaS projects each reporting period to confirm correct availability payment values for PM and client reporting.
Satisfactorily complete other assignments and duties as assigned by the Energy Program Manager, the FPS Assistant Director, and the DES Director or Chief Operations Officer.
