About The Position

The MBSE Validator acts as the government's unbiased "honest broker" for the United States Space Force (USSF), serving as the Model-Based Systems Engineering (MBSE) Validator for the Ground-Based Radar Digitization (GBRD) program. This role involves establishing, implementing, and facilitating a common Integrated Digital Environment (IDE) platform. The position requires operationalizing a government-designated digital engineering platform to host the source of truth for GBRD design and interface data, enabling model-supported collaboration. It also includes establishing and enforcing environmental governance, workflows, and norms, managing IDE platform development across different classifications and software, and ensuring the platform can create and maintain separate instances for vendors and government use. The role encompasses high-level program planning, budgeting, scheduling, risk management, lifecycle costing, manpower assessments, and providing regular status briefings. Additionally, it involves managing and overseeing contractor and subcontractor personnel, handling administrative aspects of the contract, ensuring adequate manning and training, and liaising with the government for priorities and new technology training. The position requires managing and coordinating all contract/program activities, interfacing with government personnel, formulating feasibility studies, determining costs, ensuring compliance, interpreting organizational goals, and utilizing company resources to achieve program objectives.

Requirements

  • Bachelor's degree in a technical or business field.
  • 10 years of program management experience on DoW acquisition programs, with at least 5 years managing efforts of similar size and complexity.

Responsibilities

  • Establish, implement, and facilitate a common Integrated Digital Environment (IDE) platform.
  • Operationalize a government-designated digital engineering platform (e.g., LaunchPad Platform-as-a-Service or similar) to host the source of truth for GBRD design and interface data and enable model-supported collaboration between the contractor, government, government-designated third parties, and GBRD Awardees.
  • Establish, maintain, and assist the government in enforcing environmental governance, workflows, organization, and behavior norms to best enable and support all described tasks herein.
  • Manage IDE platform development to include all instances at CUI and SECRET classifications, and includes MS Office, CAMEO, DOORS, Matlab, and a shared pool of licenses.
  • Ensure the IDE platform developed can create and maintain multiple, separate instances for each Radar Vendor and government-only.

  • Conduct high-level program planning, budgeting, scheduling, risk management, and lifecycle costing; conduct manpower assessments; and provide regular status briefings to government management (weekly high-level, quarterly in-depth).
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Provide weekly high-level status briefings and quarterly in-depth status briefings to PM PNT management.
  • Manage and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance with work standards; interpret policies, purposes, and goals of the organization for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.
