About The Position

This position supports the agency by ensuring the quality, compliance, and reliability of construction materials and processes essential to the agency’s mission. It delivers critical field inspections, materials testing, and evaluations of project conditions to verify adherence to FDOT standards and procedures. The role identifies issues during the preliminary phase, recommends improvements, and provides timely technical guidance to project teams. It maintains precise reporting, upholds equipment readiness, and required qualifications, and reviews consultant work for compliance. Overall, this position enhances project consistency, safety, and performance, directly contributing to the delivery of durable, high‑quality transportation infrastructure.

Requirements

  • Knowledge of the concepts, terminology, principles and analytical techniques of Materials- Bituminous.
  • Knowledge of Engineering design, construction, production and/or operations.
  • Skills in using engineering tools, equipment and/or instruments.
  • Ability to operate a personal computer for word processing, spreadsheet, and database applications.
  • Ability to analyze and interpret engineering data.
  • Ability to solve problems relating to engineering.
  • Ability to perform technical engineering inspections.
  • Ability to apply engineering quantitative techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate engineering information effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations.
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
  • While on duty status, the position’s incumbent may be required to drive a state owned vehicle to perform duties of this position.
  • A valid Class E Driver’s License is required.
  • High school diploma or equivalent.
  • Prior experience operating a personal computer for word processing and spreadsheet.
  • This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.
  • Candidates must be United States (U.S.) citizens or lawfully authorized alien workers.

Responsibilities

  • Inspect materials in the field as requested or required during Construction, Maintenance or Design.
  • Determine material compliance with Department contract and procedural documents.
  • Inspect ongoing activities and documentation of materials related testing and inspection.
  • Provide feedback and technical assistance to field personnel as appropriate.
  • Document and report findings.
  • Perform analysis of in-place conditions in the field.
  • Evaluate project/process to determine current performance status.
  • Make/recommend improvements to optimize delivery or improve results.
  • Notify stakeholders of any changes to the project/process.
  • Ensure project/process is consistent, predictable and repeatable.
  • Analyze materials data for contract and procedural compliance.
  • Provide materials related technical support to customers as requested.
  • Provide support in time to meet the customer’s needs.
  • Perform field and/or laboratory testing in the field in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transporation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method.
  • Support consultant contracts in accordance with applicable rules, laws and procedures.
  • Review the consultant work effort.
  • Review and comment on invoices.
  • Report results precisely in the appropriate database.
  • Keep all testing equipment calibrated and in good working order.
  • Obtain and maintain all qualifications necessary to perform the test in compliance with Florida Department of Transportation (FDOT) procedures.
  • Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission.
  • Provide clear comments as requested in time to be useful to the customer.
