The Material Program Manager (MPM) serves as the primary interface between the High Consequence Missions (HCM) Sector's program execution teams and Parsons' Supply Chain Management function. Supporting the ~$900M High Consequence Missions (HCM) Sector within Parsons’ Defense and Intelligence Business Unit, ensures that procurement actions are initiated correctly, move efficiently through the supply chain process, and deliver on time — without compromising Parsons' compliance obligations under its DCMA-approved purchasing system. This role is embedded within the HCM Sector and reports to HCM Operations leadership, not to Supply Chain Management. The MPM is accountable to program outcomes — delivery timelines, customer commitments, and revenue realization — while serving as a trusted compliance steward who keeps the program side operating within Parsons' approved procurement framework. This is a highly visible, cross-functional role requiring equal measures of technical credibility, procurement process expertise, and interpersonal effectiveness. The MPM must be as comfortable discussing RF component specifications with a senior engineer as they are negotiating NCSJ language with a procurement buyer.
