About The Position

The Master Electrician Supervisor will be based at a U.S. Embassy in Caracas Venezuela and serve Basic Life Support Services (BLS) contract in support of the U.S. Department of State. The Master Electrician Supervisor is responsible for the oversight, operation, maintenance, and repair of all electrical systems, equipment, and infrastructure across assigned sites. This position ensures safe, reliable, and compliant electrical operations including power distribution, lighting systems, emergency power, and electrical safety programs to support mission requirements.

Requirements

  • Minimum Acceptable Experience Level: Twelve (12) years of experience in electrical systems operation, maintenance, and repair with a minimum of five (5) years in a supervisory capacity managing electrical operations for large commercial, industrial, institutional, or government facilities.
  • Experience must include work with medium voltage systems (above 600V) and complex electrical distribution systems.
  • Demonstrated working knowledge of electrical systems and operations for a comparable facility.
  • Extensive knowledge of electrical power distribution systems including medium voltage switchgear, transformers, motor control centers, distribution panels, and protective relaying.
  • Thorough understanding of the National Electrical Code (NEC), NFPA 70E (Electrical Safety in the Workplace), and other applicable electrical codes and standards.
  • Proficiency in reading and interpreting electrical single-line diagrams, three-line diagrams, schematics, blueprints, and technical manuals.
  • Knowledge of electrical testing procedures and equipment including megohmmeters, power quality analyzers, thermal imaging cameras, and protective relay test sets.
  • Understanding of power quality issues, harmonics, voltage regulation, and power factor correction.
  • Experience with emergency power systems including diesel generators, automatic transfer switches, and uninterruptible power supply (UPS) systems.
  • Knowledge of grounding and bonding systems, lightning protection, and electrical safety systems.
  • Experience conducting arc flash hazard analysis and implementing electrical safety programs.
  • Familiarity with Building Automation Systems (BAS), lighting control systems, and fire alarm systems.
  • Experience with computerized maintenance management systems (CMMS) and work order management.
  • Demonstrated ability to lead and manage staff, including performance evaluations, training programs, and disciplinary actions.
  • Ability to work in a fast-paced environment requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Ability to work independently and handle multiple projects.
  • Cross-cultural sensitivity with an international perspective.
  • Excellent analytical, organizational, problem solving and time management skills.
  • Expert computer skills, specifically Microsoft Word and Excel.

  • An associate’s degree in electrical technology or Ten (10) years of direct experience in electrical systems management in lieu of formal education.
  • Valid Master Electrician License from home of record or recognized jurisdiction.
  • Already possess a U.S. Government (USG) issued Secret security clearance or be able obtain a favorable USG Secret clearance prior to being hired is required for the position. Must maintain eligibility at the required clearance level for the duration of the task order.

  • All positions require the applicant to obtain and pass a medical physical that is certified by an approved KBR physician and facility.

Nice To Haves

  • Prior experience working under a U.S. military or Department of State contracting environment (Base Operations Support contract).
  • Familiarity with U.S. DOD, DOS, IBC maintenance requirements, base-level asset management practices, and facility sustainment lifecycle methodologies.

Responsibilities

  • Maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Complying with all Environmental Health & Safety and Quality Assurance requirements and goals.
  • Providing information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Supervising and coordinating the work of electricians, medium voltage electricians, and support staff in the installation, maintenance, troubleshooting, and repair of electrical systems including switchgear, transformers, distribution panels, lighting systems, emergency power systems, and associated control systems.
  • Overseeing preventive maintenance programs for all electrical equipment to ensure maximum system uptime, safety, and reliability.
  • Diagnosing and resolving complex electrical system malfunctions, power quality issues, and equipment failures.
  • Monitoring electrical distribution systems, load management, and power quality.
  • Ensuring compliance with applicable codes, standards, and regulations including NEC, NFPA 70E, OSHA, and manufacturer specifications.
  • Implementing and enforcing electrical safety programs including arc flash protection, lockout/tagout (LOTO) procedures, and personal protective equipment (PPE) requirements.
  • Conducting electrical safety training and ensuring all personnel are qualified and authorized to perform electrical work.
  • Scheduling personnel, including shifts and rotations, to always maintain acceptable levels of service, including support of short-notice projects and emergency response.
  • Inspecting and auditing in-process and completed electrical work to ensure compliance with SOW, quality standards, and electrical codes.
  • Reviewing and approving electrical drawings, specifications, and work plans for modifications and new installations.
  • Maintaining accurate records of maintenance activities, equipment performance, system modifications, and safety inspections.
  • Preparing and submitting reports on electrical system performance, energy consumption, maintenance activities, and safety incidents.
  • Coordinating with other departments and contractors on electrical-related projects, system integrations, and facility modifications.
  • Managing inventory of electrical parts, tools, test equipment, and materials; coordinating procurement as needed.
  • Performing arc flash hazard analysis and ensuring proper labeling of electrical equipment.
  • Training and mentoring electricians and local national staff on proper procedures, safety protocols, code requirements, and technical skills.
  • Responding to emergency electrical system failures and coordinating rapid response to restore services safely.
  • Conducting regular inspections of electrical installations, equipment, and safety systems.
  • Overseeing testing and maintenance of emergency generators, UPS systems, and automatic transfer switches.
