About The Position

The Market Access Manager or Sr. Manager – Private Insurance Quebec & INESSS is a strategic market access role within the Value, Access & Policy Team, accountable for optimizing patient access to Amgen's therapies across Quebec's private and public reimbursement environments. The role has a dual mandate, with approximately equal focus on leading Amgen's private insurance strategy and stakeholder engagement in Quebec and serving as the company's lead for the INESSS relationship and health technology assessment (HTA) activities. The position develops and executes integrated market access strategies that support timely and sustainable reimbursement, shaping payer and HTA strategies, leading negotiations, and building trusted relationships with private insurers, INESSS, and other key healthcare stakeholders. Working at the intersection of pricing, reimbursement, health technology assessment, and stakeholder engagement, the role partners closely with cross-functional teams to support product launches, defend and expand access for in-market products, and maximize long-term portfolio value. The role also provides strategic insights on the evolving Quebec reimbursement landscape to inform business decisions, strengthen competitive positioning, and ensure Amgen is recognized as a trusted partner in advancing patient access.

Requirements

  • Bachelor’s degree in life sciences, business, health economics, or a related field
  • Minimum of 5 years of demonstrated experience working with or for a biopharmaceutical, private insurer and/or payer organization
  • Bilingualism (French and English) is required. The incumbent must be able to communicate effectively in English, as the role involves regular interaction with English-speaking colleagues and stakeholders outside of Quebec.

Responsibilities

  • Lead the development and execution of the Quebec private insurance strategy across the Amgen portfolio, including innovator and biosimilar products
  • Lead Amgen Canada's strategic engagement with INESSS, coordinating HTA activities and supporting successful reimbursement outcomes
  • Develop integrated reimbursement strategies that optimize patient access across Quebec's private and public markets
  • Deliver against market access objectives, including coverage, reimbursement, patient access, and financial performance
  • Identify market opportunities and access barriers using customer insights and market intelligence
  • Build strategic relationships with Quebec private insurers, INESSS and other reimbursement decision-makers
  • Lead complex payer negotiations and strategic HTA engagements to advance access objectives
  • Represent Amgen in external forums and strengthen the organization's reputation as a trusted partner
  • Shape stakeholder perception through evidence-based, customer-focused engagement
  • Partner with Pricing, Health Economics, Medical, Legal, Government Relations, Commercial, Regulatory, and Patient Support teams to execute integrated access strategies
  • Coordinate cross-functional planning for INESSS submissions, consultations, and reimbursement implementation
  • Serve as the subject matter expert on Quebec reimbursement, private insurance, and HTA dynamics
  • Communicate strategic insights and recommendations to senior leadership
  • Support pricing and reimbursement strategies that optimize access while balancing commercial objectives
  • Partner with HEOR (Global) and Medical to develop value propositions, HTA submissions, and payer evidence packages
  • Contribute to reimbursement strategies for marketed and pipeline products across private insurance and INESSS
  • Monitor reimbursement performance and recommend strategies to optimize long-term access
  • Lead negotiation and lifecycle management of private payer agreements and product listings agreements (PLA)
  • Collaborate with cross-functional partners to develop innovative contracting and reimbursement solutions
  • Ensure agreements align with legal, compliance, pricing, and corporate governance requirements
  • Monitor contractual performance and identify opportunities to optimize access, value, and long-term partnerships
  • Monitor reimbursement policies, HTA trends, competitor activity, and market dynamics to inform strategy
  • Generate actionable insights to support portfolio planning, launches, and lifecycle management
  • Ensure all external engagements comply with legal, regulatory, and corporate governance requirement
  • Ensure all interactions with payers align with legal, regulatory, and compliance standards
  • Maintain documentation and transparency in payer engagements
