About The Position

Provide on-site Maritime Prepositioning Force (MPF) Operations subject matter expertise (SME) in direct support of Expeditionary Ships Capabilities Branch (ESCB), Maritime Expeditionary Warfare (MExW) Division, Capabilities Development Directorate (CDD), Deputy Commandant, Combat Development & Integration (DC, CD&I), located at Quantico, VA. Provide subject matter expertise (SME) on MPF and Maritime Prepositioning Ships (MPS) operational capabilities, capacities, and employment. Provide SME input on prepositioning material, rolling stock, and littoral/ vertical connectors as they interface with MPF/MPS exercises and operations. Support Analysis of Alternatives (AoA), Capabilities Based Assessments (CBA), Capabilities Development and other studies relating to MPF/MPS. Develop and update concepts of operations (CONOPS), concepts of employment (COE), operational handbooks, and other publications relating to MPF/MPS. Identify MPF/MPS functional and mission support requirements to influence future capability development. Lead ESCB MPF/MPS equities at Service-level wargames, operational advisory groups (OAGs), operational planning teams (OPTs), Tabletop Exercises (TTXs) and other venues. Support USMC MPF force development and Naval Integration as it relates to the loading, stowage, and employment of personnel, supplies & equipment and the MPF/MPS. Track and report planned force revisions, and integration into MPS assets. Advocate Marine Corps equities in Maritime Expeditionary Operations. Communicate required ship capabilities and requirements within Navy, Marine Corps, and Joint Staffs. Perform above duties and advocate, as necessary, regarding other ships requirements within the ESCB portfolio (i.e., Sealift, T-AVB, T-AH, ESB & LCC, etc.)

Requirements

  • Bachelor’s degree from an accredited College or University and 10 years of relevant experience is required. In lieu of a degree, 15 years of substantive, relevant experience is applicable.
  • Documented staff and/or operational experience in MPF/MPS planning and/or operations.
  • Solid knowledge of Marine Corps and Navy organizational structures and functions.
  • Must possess or be eligible for a SECRET clearance.
  • Capable of working efficiently within a military staff environment that requires coordination at the Navy & Marine Corps service and Joint Staff levels.
  • Excellent interpersonal, communications, and presentation skills.
  • Proficiency in Microsoft Office applications (especially Outlook, Word, Teams, Excel, and PowerPoint).
  • Possession of a valid driver’s license and availability of private transportation may be required for local travel.

  • Prepare and submit monthly accomplishment reports to the project manager.
  • Prepare and submit travel request forms and trip reports as necessary.
  • Complete required annual government training.
  • Assist in publishing the Maritime Expeditionary Warfare Annual Report.
