About The Position

The Marine Response Manager supports commercial vessel operations in U.S. waters and international trade by ensuring regulatory compliance and coordinating oil spill and vessel casualty response activities. This role partners with vessel Captains, client representatives, and Federal, State, and local agencies to manage required regulatory filings, support operational compliance, and respond to pollution incidents as needed. The position includes participation in an after-hours duty rotation. Candidates should be comfortable with an on-site presence to support collaboration, team leadership, and cross-functional partnership. Requirements

  • 5+ years of experience in maritime operations, oil spill response, vessel compliance, or related marine industry roles
  • Strong working knowledge of regulatory frameworks including CWA, OPA 90, USCG regulations, EPA VGP, OSHA, Ballast Water Compliance, ECA requirements, MARPOL Annex I–VI, and applicable state requirements including CA, AK, and WA
  • Experience with ACE/AMS systems and electronic regulatory filings
  • Ability to work independently in a remote environment while managing time-sensitive regulatory and response obligations

Nice To Haves

  • Experience supporting oil spill response efforts or vessel casualty coordination preferred
  • Undergraduate degree preferred, relevant maritime certifications considered a plus

Responsibilities

  • Support day-to-day regulatory compliance for assigned commercial vessel fleets
  • Prepare and submit required filings including electronic Notice of Arrival and Departure (eNOA) and Cargo Manifest submissions via ACE/AMS
  • Liaise with vessel Captains, client contacts, and regulatory agencies to ensure compliance with applicable maritime and environmental regulations
  • Coordinate and respond to oil pollution incidents and vessel casualties on behalf of clients
  • Maintain working knowledge of evolving regulatory requirements and industry standards
  • Participate in on-call, after-hours response rotation
