About The Position

The Department of City Planning (DCP) plans for the future of New York City, working to create thriving and dynamic neighborhoods with access to housing and jobs, resilient infrastructure, and a vibrant public realm. The Department engages communities to develop inclusive plans, expands housing access and economic opportunity, and plans for long-term sustainability. DCP supports the City Planning Commission in its annual review of hundreds of land use applications. The Department also advises on citywide strategic and capital planning, analyzes data, conducts policy analysis, and creates open data and civic engagement tools. The Department of City Planning offers staff meaningful opportunities to help shape the future of New York City and address some of its most pressing challenges. The Technical Review Division (TRD) maintains the official City Map and Zoning Map of New York City, which lays out the streets, parks, and zoning districts. TRD maintains DCP’s City Map records and processes all amendments to the City Map. Upgrading these official maps from century-old paper- based legacy systems to state-of-the-art GIS systems has been a strategic goal of the Division and is now mandated by recent City Charter changes. TRD also supports the Department's mission and the City's goals by reviewing land use applications that facilitate the construction of millions of square feet of housing, commercial space, and open space per year.

Requirements

Permanent Civil Service status in the City Planner civil service title, or reachable on the City Planner active civil service list (exam #5045), or serving in a comparable civil service title.
A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or
A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and development of housing, transportation, environmental, and city-owned land planning projects; or
A satisfactory combination of education and/or experience that is equivalent to '1' above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.
Authorization to work in the United States is required.

Extensive experience with ArcGIS or similar experience that will support fast, deep learning of ArcGIS Pro
Strong written and verbal communication
Ability to monitor and coordinate multiple projects simultaneously, meet strict deadlines and quickly respond to department priorities
Strong attention to detail in research, analysis, and review of written materials, maps, and plans
Strong interpersonal skills and the ability to work effectively with different personalities and roles
Experience with the NYC City Map and an interest in zoning and land use is a plus.

Responsibilities

Build and maintain the first-ever city-wide GIS dataset comprising the legal City Map, to be legally adopted by January 1, 2029.
Assist in the conversion of street title data and the City Map of the City of New York from sectioned paper format to a seamless citywide digital format using ArcGIS.
Update digital coverages of the City Map and street title data following approved rezonings and City Map amendments.
Prepare sketch maps for proposed City Map changes.
Assist in processing City Map and street title data change requests.
Coordinate with city agencies, external partners, and constituents.
Additional tasks as required.
