About The Position

The primary purpose of this position is to assist the Commander in analyzing, planning, organizing, coordinating, directing, and controlling programs, activities and operations primarily specific to the civilian personnel assigned to AF/SE and Headquarters Air Force Safety Center (HQ AFSEC). The specialist serves as the AF/SE and HQ AFSEC Civilian Personnel Program Administrator, planning all aspects of special civilian personnel programs. This involves analyzing, planning, organizing, coordinating, directing, and controlling programs, activities, and operations specific to civilian personnel, and administering special personnel programs and their interrelationships with other programs. The role includes conducting qualitative and quantitative analyses of program provisions and operations, compiling statistical data, and maintaining documentation related to resource control for AF/SE and HQ AFSEC. The employee also acts as a Human Resource Liaison, developing local administrative guidelines, regulations, and instructions for assigned programs.

  • Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
  • Working with Alternative Work Schedules/Arrangements, Telework, Military and Civilian Fitness/Wellness, Military and Civilian Awards & Recognition, Civilian Personnel Actions, Civilian Recruitment, Sponsorship and Placement, Military Performance Reports, Military/Civilian Urinalysis, Off-duty Employment, and interrelationships among such programs and other programs.
  • Working with regulations, instructions, practices and procedures common to the organization and assigned programs; particularly knowledge of analytical and investigative techniques to conduct staffing requirements and utilization as well as comprehensive knowledge of a wide range of administrative laws, policies, regulations, and precedents applicable to the administration of a number of support functions.
  • Working with federal statues, regulations, instructions and guidelines governing military and civilian personnel management and administration and special programs.
  • Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • Knowledge of federal statues, regulations, instructions and guidelines governing military and civilian personnel management and administration and special programs.
  • Knowledge of agency and directorate missions, functions, goals, objectives, planning, funding, work processes, and sources of funding: the sequence and timing of key operational events and milestones, and methods of evaluating effectiveness of planning actions as related to actual events.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or substantive nature to devise organizational structuring options for organizations.
  • Skill in conducting meetings to facilitate exchange of organizational information about missions, functions, and work procedures.
  • Ability to conceptualize, plan and organize work to meet established deadlines.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to prepare written reports and presentations, as well as present briefings to audiences of various sites and composition.

  • Performs Duties as Human Resource Liaison.
  • Develops local administrative guidelines, regulations and instructions for the conduct of assigned programs.
