About The Position

The Maryland Department of Commerce is seeking qualified applicants for Managing Director, Policy and Government Affairs within the Division of Policy & Stakeholder Engagement. This is a leadership position reporting to the Deputy Secretary of the Policy and Stakeholder Engagement. This is position is designated as a "Political Special Appointment" and serves at the pleasure of the Appointing Authority. GRADE 26. The Managing Director is responsible for legislative and policy strategy, engagement, and implementation for the Department of Commerce. This position develops and advocates for legislative and policy proposals to advance economic growth and development in the State of Maryland in a manner that reflects the vision and priorities of the Governor and Commerce Secretary and that is informed by economic analysis, research, and engagement with Maryland's business leaders, economic development practitioners, and others. The Managing Director engages regularly with members of the Maryland General Assembly, prepares and supports Department testimony in legislative hearings; and coordinates with Executive Branch departments and agencies and other stakeholders on matters relating to policy and government affairs.

Requirements

  • Bachelor’s degree from an accredited four year college or university in Public Administration or Policy, Economics, Government, Business Administration or related field.
  • At least 10 years of recent professional experience in policy analysis, economic development, legislation, business.
  • An equivalent combination of education and experience will be accepted.
  • Five (5) years of legislative and/or policy affairs experience.
  • Three (3 years of the total experience must also include: the supervision of employees, overseeing and coordinating operations of a unit, or exercising responsibility for the development of policies or procedures.
  • Demonstrated experience in leadership.
  • Demonstrated experience in legislative and policy analysis and development.
  • Demonstrated experience in legislative engagement.
  • Demonstrated experience in managing personnel and setting performance goals.
  • Demonstrated experience in business needs assessment and strategic planning.
  • Working knowledge of state government.
  • Proven record of developing and advancing policy through the full legislative cycle.
  • Excellent written, oral, and interpersonal communications skills.
  • Ability to work with high-level public and private sector officials.
  • Ability to maintain effective working relationships.
  • Ability to handle multiple, concurrent, and high priority projects.
  • Proficiency with the Microsoft Office Suite, Google Mail and/or other relevant software.

Nice To Haves

  • Advanced Degree in a related field.
  • Working knowledge and experience with Maryland’s legislative process and policy makers.
  • Demonstrated experience in policy fields relating to business, commerce, and economic growth and development.

Responsibilities

  • Garners support for the adoption of the annual legislative agenda and operating and capital budget priorities.
  • Sets procedures, standards and policies for Department response to legislative and executive branch inquiries during the legislative session and during the interim.
  • Serves as the Department’s point person for government relations.
  • Timely review of state and federal legislation.
  • Development of legislative proposals to advance the economic growth and development in the State.
  • Drafting legislative language and policy documents and providing input on proposed legislation and policies.
  • Tracking legislation.
  • Ensuring preparation and timely submission of legislatively mandated reports.
  • Editing and completing fiscal impact statement requests received from the Maryland Department of Legislative Services (DLS), the Department of Budget and Management (DBM), members and staff of the General Assembly, and others within the Executive and Legislative branches.
  • Ensuring timely response to all inquiries from the legislative branch.
  • Establishing and continuing to develop legislative relationships with elected officials and staff.
  • Monitoring live sessions of the Maryland General Assembly and committees and budget hearings.
