Reporting into the Civil Lead, the Traffic and Transit Manager will play a senior, construction‑led role supporting the design and development phase, with a defined pathway into execution. This role owns the traffic and transit strategy across the corridor, ensuring that all traffic, transit, and pedestrian solutions are safe, compliant, stageable, and fully aligned with construction sequencing in a dense urban environment. Acting as the critical interface between design, construction, utilities, stakeholders, and regulatory authorities, this role influences early decisions to reduce downstream risk, secure approvals, and enable efficient delivery. The role ensures seamless transition from planning into execution and will lead traffic and transit operations as the project advances through construction phases.

Requirements

  • Professional Engineer designation required.
  • Minimum of 10 years working experience in urban traffic operations/construction.
  • Minimum of 5 years in management or lead position.
  • Must be familiar with traffic modeling and relevant software including Synchro and Vissim.
  • Experience in Alliance/P3/Progressive Design-Build/design build projects is required.
  • Relevant experience working within the City of Toronto and associated Stakeholders.
  • Valid class G driver license required.
  • Knowledge of OTM Book 7 is a must.
  • Strong leadership and team management
  • Logical approach to trouble shooting and problem solving.
  • Excellent oral and written skills.
  • Excellent time and Project Management skills.
  • Work collaboratively in an Alliance environment with both internal and external stakeholders

Nice To Haves

  • Professional Traffic Operations Engineer (PTOE) is desirable.
  • Knowledge of Rapid Plan Software and AutoCAD is an asset.

Responsibilities

  • Develop, implement, and manage the Traffic and Transit Management Plan and associated sub-plans.
  • Prepare Traffic Control Plans (TCP), as per OTM Book 7, sign and seal all drawings part of the submissions.
  • Coordinate and organize Transportation Management Committee to plan, review, and take action with respect to current and future multi-modal traffic and transit impacts that may be caused by design and construction work, including public notifications and consultations, management of issues related to technical and political approvals, coordination with development applications, signage and detouring and construction staging areas.
  • Manage relationships and lead the coordination and scheduling of meetings with stakeholders, including government authorities, in collaboration with the Stakeholder Engagement Lead.
  • Assist in design and engineering of all temporary works for transit agencies.
  • Resolve complex issues and propose mitigations based on requirements in the project agreement.
  • Work closely with site supervisors, in monitoring traffic and transit operations and bring issues to a resolution.
  • Recommend changes in signal phasing and timing, pavement markings and traffic signage as needed.
  • Work proactively to ensure that plans are in place to transition to the next phase in terms of detours, signage, pavement markings, signals and PVMS installations.
  • Coordinate with Construction counterparts to develop optimal traffic staging solutions to facilitate construction
  • Work with estimating team to ensure temporary measures are appropriately priced in estimates
  • Participate in Value Engineering workshops to identify solutions and assess benefits and costs of various construction staging methodologies including options for full block closures
  • Ensure pedestrian management plans and implementations provide for safe movement of the public
  • Work with external subcontractors and consultants for the implementation and design of traffic and pedestrian control
  • Work closely with Engineering JV to develop strategies and designs for traffic staging
  • Prepare traffic control plans using Rapid Plan Software and CADD.
  • Participate in preparation of Traffic and Transit Management Plans (TTMP).
