Requirements

• Bachelor's degree in engineering or other technical discipline OR an Associates degree and 9-12 years relevant experience.
• 7-10 years of industry experience in transmission and substation systems.
• Minimum of 5 years of experience performing field testing and commissioning (if Associates degree, requires a minimum of 7 years experience performing field testing and commissioning).
• 3-5 years of supervisory/managerial experience.
• Knowledge of operating and construction work practices.
• Proven success in leading teams and managing complex projects.
• Valid driver's license.
• Successful completion of Leadership Assessment.
• Demonstrated knowledge/expertise in substation and transmission systems, T&D operating, maintenance & construction work practices, and utility collective bargaining agreements.
• Demonstrated ability to communicate effectively, build consensus, establish trust, and foster culture change.
• Demonstrated ability to support and enforce safe work behaviors; this requires working knowledge of safety rules and work practices.
• Leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.
• Exhibited ability to participate in long-term planning and contribute to the strategic goals, including substation upgrades and addressing complex technical issues.
• Ability to manage personnel across multiple jobsites and ensure proper resources for projects and emergent activities.

Nice To Haves

• Master's degree in Engineering or advanced system protection courses.
• Electric industry background in the construction, maintenance, and troubleshooting of transmission & substation equipment and systems.
• Substation power equipment & protective relaying & controls testing experience.
• Previous supervisory experience.
• Ability to pass necessary Nuclear badging criteria.
• Professional Engineering License.
• Technical understanding of transmission and substation components and system protection devices and schemes.
• Familiarity with human performance error prevention processes.
• Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.

Responsibilities

• Manage a department of 9 - 15 employees, including monitoring performance and conducting performance reviews.
• Develop and maintain a high-performance culture and a learning organization.
• Coordinate training needs for the department.
• Evaluate and qualify TCE field engineers to perform job tasks.
• Plan, coordinate, and direct daily activities, including technical support to TCE field engineers.
• Oversee field engineers in troubleshooting, investigation, testing, and analysis of electrical equipment failures or malfunctions.
• Provide direct oversight of complex, special, and critical testing evolutions or investigations when required.
• Provide accurate and timely feedback regarding performance and operations.
• Review and approve evidence records for installation, preventive maintenance, and corrective maintenance reports and correspondence.
• Ensure compliance with NERC and ICC agreements.
• Review transmission and distribution operations reports.
• Interact with other departments, OCC, TSO, and regional groups for planning, scheduling, and coordinating activities.
• Coordinate personnel and resources to adequately staff and support projects and work assignments.
• Demonstrate and discuss the importance of Safety & Human Performance Event prevention techniques.
• Conduct required safety observations.
• Oversee the development and writing of technical guidelines and procedures for Testing and Commissioning activities.
• Attend technical conferences for organizational and self-development.
• Responsible for periodic departmental call duty and assuming the responsibilities of the regional TCE Senior Manager.
• Determine resource and equipment requirements for efficient execution of scheduled and emergent work.
• Direct employees engaged in the safe execution of testing and commissioning activities for the installation, construction, operation, and maintenance of company substation electric facilities.
• Develop and qualify engineers according to the on-boarding and qualification matrix.
• Provide input into the planning, implementation, and execution of operations, maintenance, and reliability programs.
• Maintain effective internal business controls.
• Perform safety observations, meetings, investigations, and employee performance reviews.
• Responsible for relaying and communication equipment maintenance associated with Exelon Nuclear Power Plant Switchyards and ensure strict adherence to Nuclear programs and regulations with respect to Fitness For Duty (FFD).
• Regular contact with Distribution System Operations, Transmission System Operations, Construction & Maintenance, Transmission and Substation, Work Management, Engineering, and Asset Management.
• Provide engineering services to the T&S Testing & Commissioning Engineering discipline.
• Responsible for developing engineering documents.
• Provide engineering recommendations to support development, updating, and issuance of engineering drawings.
• Responsible for detailed engineering reviews of drawings to ensure design accuracy.
• Maintain, create, and update engineering standards and specifications.
• Ensure compliance and adherence to accepted standard engineering and design practices.
• Ensure that all testing & commissioning results meet the design basis for equipment and systems on the T&S system.
• Responsible for the organization's response to emergent activities, catastrophic events, and storms.
• Operates autonomously with wide latitude for un-reviewed actions and decisions.

• Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $123,200.00/Yr. – $169,400.00/Yr.
