About The Position

The Manager, Subcontracts (International) leads a team of subcontract professionals and oversees International subcontract management activities supporting defense and aerospace programs. This role is responsible for developing and executing International subcontract strategies across the full lifecycle, including planning, solicitation, negotiation, award, administration, change management, and closeout. The Manager ensures subcontract activities meet cost, schedule, technical, quality, and compliance requirements while supporting program and business objectives. This position also provides team leadership, assigns resources, monitors performance, resolves escalated issues, and partners with cross-functional teams to manage supplier risk, drive compliance, and support successful program execution.

Requirements

  • Bachelor’s degree and a minimum of 9 years of prior relevant International experience. Graduate degree and a minimum of 7 years of prior related International experience. In lieu of a degree, a minimum of 13 years of prior related International experience.

Responsibilities

  • Provides day-to-day leadership, work direction, coaching, performance management, and development for team members while supporting hiring, onboarding, training, mentoring, succession planning, and career growth.
  • Oversees the planning and execution of international subcontract strategies for specialized materials, equipment, and services in support of defense and aerospace programs.
  • Ensures execution of the full subcontract lifecycle, including acquisition planning, solicitation, proposal evaluation, negotiation, award, administration, modifications, and closeout, and reviews key subcontract actions within delegated authority.
  • Partners with program leadership and cross-functional stakeholders to align subcontract execution with technical requirements, contract obligations, schedules, risk posture, and financial goals.
  • Leads resolution of escalated subcontract issues involving supplier performance, delays, technical challenges, funding limitations, claims, compliance concerns, and contractual disputes while ensuring adherence to FAR, DFARS, customer requirements, and company procedures.
  • Oversees subcontract risk management, monitors metrics and performance trends, ensures accurate and audit-ready documentation, and supports audits, compliance reviews, customer inquiries, and management reviews.
  • Drives process standardization and continuous improvement, supports functional goals and workforce planning, may lead high-visibility subcontract efforts directly, may represent the function in meetings and reviews, and may sign subcontract documents within delegated authority.
  • Travel up to 25% may be required.
