About The Position

Northrop Grumman Mission Systems (NGMS) is looking for a Manager, Subcontracts Administration 2 to join their Marine Systems team. This role is offered as preferred onsite in Sunnyvale, CA, but will consider hybrid/remote options in CA, OR, NV, or WA (pacific time zone). The position involves leading and managing a team of 5 or more subcontract specialists responsible for the essential functions of subcontract management. The ideal candidate will possess excellent communication skills, be self-motivated, and collaborate effectively in a fast-paced team environment with high expectations and diverse assignments.

Requirements

  • Bachelor’s Degree with a minimum of 8 years’ experience in Subcontracts Management, Procurement, Program Management, Contracts Management or related experience OR a Master’s degree with a minimum of 6 years’ experience in Subcontracts Management, Procurement, Program Management, Contracts Management or related experience
  • 3+ years of team lead and/or direct management/supervisory of people
  • Experience with FAR and DFARS
  • Experience with SAP or any other ERMP systems and MS Office experience
  • US Citizenship

Nice To Haves

  • Master’s degree in Business, Supply Chain or MBA
  • Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people in support of major defense programs
  • Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
  • Negotiating skills with contracts in excess of $100 million
  • Change Management experience

Responsibilities

  • Manage all phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
  • Coordinate and collaborate with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Manage preparation of bid packages, support bidders’ conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
  • In conjunction with the quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manage performance of the portfolio, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employ sound business practices and assess supplier performance as part of follow-up activities.
  • Manage and develop strategic/key suppliers.
