About The Position

The Manager – Sanitation Collections Operations provides operational leadership over multiple Sanitation collection districts responsible for providing residential and commercial solid waste and recycling services. This position directs district-level collection operations through field supervisors and leads large teams of Sanitation Truck Drivers and support staff, including substantial utilization of temporary labor to meet service demands. The incumbent is accountable for district performance, safety outcomes, workforce management, customer service responsiveness, and continuous operational improvement. Under general direction from the sanitation collections superintendent and executive management, the Manager – Sanitation Collections Operations translates departmental service standards into daily execution across assigned districts, resolves complex operational issues, and ensures resources are aligned to achieve targeted service levels. Work is evaluated through performance metrics, service reliability results, safety and compliance outcomes, customer feedback trends, and demonstrated ability to lead and sustain improvements.

Requirements

  • Associate's degree in any field.
  • Seven (7) years of progressively responsible experience in municipal solid waste and/or recycling collection operations, or closely related field (for example: refuse/recycling collections, brush/bulky collection, commercial collection operations, nuisance abatement).
  • Three (3) years of management responsibility in a field operations environment, including management of supervisors or team leads and accountability for service outcomes.
  • Valid Class C Driver’s License required.

Responsibilities

  • Manages and coordinates daily solid waste and recycling collection operations across multiple, ensuring consistent service delivery, route completion, and adherence to department standards.
  • Directly supervises district collections supervisors; provides leadership, coaching, and accountability for large teams of drivers, crew members, and support staff, including temporary laborers.
  • Establishes performance expectations, monitors key operational indicators (for example: route completion, missed collections, overtime, productivity, repeat complaints), and implements corrective actions to improve outcomes.
  • Enforces safety policies and safe work practices; monitors and responds to incidents, near misses, vehicle accidents, and operational hazards; ensures compliance with applicable regulations and internal policies related to collection operations, equipment operation, and worksite safety.
  • Plans staffing levels, assigns resources across districts, and manages workload balancing based on service demand, seasonal variation, weather events, vacancies, equipment availability, and special projects.
  • Oversees the operational integration of temporary labor into collection activities; coordinates with staffing providers as applicable; ensures adequate onboarding, work assignments, safety expectations, and performance monitoring.
  • Resolves escalated and high-impact customer issues, including recurring service failures and sensitive community concerns; partners with customer service and field leadership to prevent recurrence.
  • Works closely with fleet maintenance and support units to ensure equipment availability, minimize downtime, and coordinate replacements, spares, and recovery plans to protect daily route completion.
  • Implements and sustains standardized work instructions, procedures, and training expectations across districts; identifies gaps and drives improvements in operational consistency and compliance.
  • Leads operational improvement initiatives that increase efficiency, reduce missed collections, improve safety performance, strengthen workforce capability, and standardize best practices across districts.
  • Prepares operational reports and presents district performance updates; coordinates with internal stakeholders and external partners as needed to ensure alignment on service expectations, priorities, and operational changes.
