About The Position

The Manager, Risk & Insurance Programs is responsible for developing, implementing, and overseeing the organization's enterprise risk management and insurance programs. This position identifies, assesses, and mitigates organizational risks while ensuring appropriate insurance coverage, claims administration, and loss prevention strategies are in place. The role serves as a key advisor on risk-related matters and promotes a culture of risk awareness, compliance, and operational resilience throughout the institution. This position works collaboratively across departments to evaluate risk exposures, manage insurance portfolios, oversee claims activities, and support organizational safety initiatives. The incumbent plays a critical role in protecting institutional assets, reducing liability, and ensuring compliance with applicable laws, regulations, and industry best practices.

Requirements

  • Associate degree from an accredited institution in Business Administration, Public Administration, Finance, Risk Management, or a related field.
  • Two (2) years of professional experience in risk management, insurance administration, loss control, emergency management, compliance, safety programs, or a closely related field.
  • Any equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities required to successfully perform the essential functions of the position.

Nice To Haves

  • Bachelor's degree in Business Administration, Public Administration, Finance, Risk Management, or a related field.
  • Professional certification such as ARM, CRM, CPCU, CIRMS, or equivalent risk management credential.
  • Emergency Management certification from a nationally recognized organization.
  • Experience managing insurance programs and claims in a public sector, governmental, educational, or highly regulated environment.

Responsibilities

  • Develop, implement, and continuously improve enterprise risk management strategies, policies, and procedures.
  • Identify, evaluate, and prioritize organizational risks and recommend appropriate mitigation measures.
  • Conduct risk assessments and audits to identify vulnerabilities and opportunities for improvement.
  • Analyze risk-related data and prepare reports, dashboards, and recommendations for leadership.
  • Manage the institution's insurance portfolio, including property, liability, automotive, cyber, and other non-benefit insurance programs.
  • Coordinate insurance renewals, policy negotiations, and coverage evaluations.
  • Maintain relationships with insurance brokers, carriers, third-party administrators, and legal counsel.
  • Develop and manage insurance budgets and provide analysis of expenditures and variances.
  • Administer and oversee liability, property, and automobile claims from initial report through resolution.
  • Coordinate investigations and documentation related to incidents and claims.
  • Work with insurers, legal counsel, and internal stakeholders to achieve timely and favorable claim resolutions.
  • Monitor claim trends and recommend corrective actions to reduce losses.
  • Design and implement loss prevention and risk control programs.
  • Conduct periodic inspections and oversee external audits and assessments.
  • Ensure compliance with applicable federal, state, and local regulations affecting risk management operations.
  • Support business continuity, emergency preparedness, and organizational resilience initiatives.
  • Serve as a risk management resource to departments across the organization.
  • Partner with the Director of Occupational Safety and other leaders to align risk management and safety initiatives.
  • Participate on institutional committees and provide expertise on risk, insurance, and compliance matters.
  • Deliver presentations and training to increase awareness of risk management policies and best practices.
  • Foster productive relationships with internal and external stakeholders.
  • Perform other duties and special projects as assigned consistent with the scope and level of the position.
