Fraser Health is seeking a Full Time Quality Improvement & Analytics Manager to lead at the intersection of technology, strategy, and healthcare transformation. The Manager, Quality Improvement & Analytics (QIA) acts as a senior resource to the organizations and others and is accountable for the governance, integrity, and effective use of all business-owned application systems, data, and processes pertaining to performance reporting for all Integrated Protection Services (IPS) and other programs across Fraser Health, and the Provincial Health Services Authority (collectively, the
“Organizations"). Oversees and leads a specialized team responsible for administering applications, database stewardship, and the development, production, maintenance, and ongoing administration of reporting metrics. Leads the development and implementation of standards, governance frameworks, and operational controls that define how performance data is structured, accessed, interpreted, and relied upon across the Organizations, other BC Health Authorities and the Ministry of Health. Supervises and provides work direction to assigned staff, including personnel designated as application system administrators and database owners, and ensures appropriate system access, data integrity, and consistent platform use. Provides advice and leadership to the Organizations’ employees on data management, reporting quality, technology solutions, and continuous improvement strategies. Supports leadership decision-making, compliance, and performance management.

Requirements

• Bachelor’s degree in Computer Science, Statistics, Information Systems, Information Technology, Applied Analytics or a related field, supplemented with five (5) to seven (7) years’ recent related experience in a large institutional or campus environment, including at least five (5) years’ experience in analytics, reporting, data governance, information systems, quality management, and corporate information systems for a multi-site or multi-program environment, or an equivalent combination of education, training, and experience.

• Knowledge of all components of a technical architecture and health and corporate information systems.

• Knowledge of performance reporting including balanced scorecard, dashboards and enterprise reporting.

Responsibilities

• Leads the development and implementation of standards, governance frameworks, and operational controls that define how activity and performance data is structured, accessed, interpreted, through the development of a comprehensive documentation, strategy and work plan, in collaboration with Provincial Digital Health and Information Services (PDHIS), based on a focused assessment of technical requirements of IPS including the application of business intelligence and redesign of business processes.
• Manages and supervises all activities pertaining to incident and performance reporting services such as data collection, collation, analysis and reporting of performance indicators in a timely manner. Leads the implementation of applications and tools to improve data quality, data management, report design and standardization. Leads the development and execution of strategies to advance the development of IPS reporting including internal partners and/or staff engagement, consultations, education and communications.
• Communicates and liaises with PDHIS teams of various disciplines to monitor, evaluate and identify system issues and productivity solutions. Provides recommendations on the use and evolution of applications and tools; develops and implement strategies for information management of application systems and solutions.
• Supervises and provides work direction to assigned staff by assigning, delegating and/or coordinating work assignments and/or projects, providing feedback and evaluation, determining training requirements, orienting new staff and conducting performance evaluations.
• Works collaboratively with IPS Leadership to prepare and provides statistical information on workload measurement, department activity and quality assurance activities.
• Develops processes for the efficient and effective tracking of corporate performance measures, system performance framework and service plan indicators. Develops, implements and evaluates quality assurance guidelines for all performance measurement outputs to ensure consistent and reliable information. Performs corrective actions, as required.
• Researches and analyzes market, technology, and industry trends and standards to support collaborative solutions for emerging business needs at the behest IPS Senior Leadership Team. Supports a range of IPS initiatives aimed at identifying and implementing technology-driven improvements to program operations. Through each initiative, provides ongoing analytical, logistical, and technical assistance to ensure that proposed solutions are practical, scalable, and aligned with organizational goals.
• Builds and maintains partnerships across organizational programs to support data integration and promote standardized approaches to information analysis, evaluation, and reporting.
• Provides expert advice and consultation in the procurement of external solutions/services by participating and/or evaluating the RFI, RFQ, and/or RFP process for business-wide initiatives. Liaises with vendors, reviews bids and/or negotiates equipment and service contracts as needed and makes recommendations where necessary to the IPS Leadership.
• Manages financial accountability for QIA, including approving expenditure for staff, supplies, equipment and other related expenditures within budgetary guidelines; participates in capital and operational planning deliberations involving business-owned application systems and acts as a resource on related capital site redevelopment projects or new initiatives; assists the Director, Business Initiatives and Systems Integration with annual budget and accounting preparation through financial analysis and preparation of supporting documentation; maintains audit and financial controls for the QIA program; manages the operational budget by monitoring expenditures and implementing corrective action, as needed.
• Works collaboratively with IPS Leadership to support development of their budget and expenses through preparation of supporting documents.
• Chairs and/or participates on assigned internal committees representing IPS and/or the Organizations.
• Chairs and/or leads discussions with external agencies and organizations on application governance, data stewardship, performance reporting best practices and related operational/technical issues; represents the Organizations by attending meetings and serving on committees as required.
