About The Position

Johns Hopkins Public Safety is seeking a Manager, Public Safety Training to participate in the planning, development and delivery of basic, advanced and specialized training for University and Medicine Public Safety/Security personnel. This role involves the daily supervision of the Johns Hopkins Public Safety Training Center and a team of instructors responsible for instructional design and delivery of enterprise-wide risk reduction processes, crime prevention practices, annual training, police department training, and public safety workforce development strategies for over 1300 uniformed employees. The position also oversees the Automated Communications Training facility, ensuring compliance with CJIS and MPCTC requirements, and supervises a Quality & Assurance Analyst, coordinating with various compliance officers.

Requirements

  • Bachelor's Degree in Education, Training or related field.
  • Five years of experience of leadership in training and development, or equivalent combination of education and experience, preferably working with a large department.
  • Possession of a valid state motor vehicle driver's license and maintenance of a clean motor vehicle driving record (no more than two current points).
  • Ability to obtain and retain a State Maryland Special Police Commission.
  • Ability to successfully complete the CN2 NCIC/METERS/CJIS instructor Certification within 90 days of hire.
  • Ability to successfully complete the Public Safety Telecommunicator Instructor, and Emergency Medical Dispatch (EMD) Instructor Certification through the Association of Public-Safety Communications Officials (APCO) within 90 days of hire.

Nice To Haves

  • Professional certification through IAHSS or ASIS preferred.
  • Experience in a security or law enforcement agency servicing a university and/or medicine campus.
  • Experience as a certificated Maryland Police & Correctional Training Commission General Instructor.
  • Professional certification as a Public Safety Telecommunicator Instructor, and Emergency Medical Dispatch (EMD) Instructor by the Association of Public-Safety Communications Officials (APCO).
  • Ten (10) years in work coordination, training, and daily oversight of staff, students, or volunteers.

Responsibilities

  • Provides project management to implement organizational goals and strategic programs that foster employee and community education.
  • Leads planning of small to medium-scale events and initiatives for public safety personnel, affiliate organizations, and community stakeholder groups.
  • Manages the Johns Hopkins Public Safety Learning Management Systems, including uploading learning modules, tracking attendance, and user maintenance.
  • Ensures the accuracy, maintenance, and control of training and certification records.
  • Identifies departmental training needs, conducts benchmarking, and assists the Sr. Director with establishing training goals and objectives.
  • Works with the Administrative Coordinator and Trainers to facilitate the scheduling, documenting, and enrollment of Public Safety personnel and affiliates in training courses.
  • Manages basic, advanced, and specialized training coordinated by Public Safety Training personnel and assists instructors in developing lesson plans.
  • Ensures maintenance of and controls the use of public safety training facilities and equipment.
  • Ensures appropriate usage of office equipment and effective control of sensitive information, programs, and correspondence.
  • Maintains liaison with executive and senior managers, regulatory bodies, and allied criminal justice, public safety, and security/police planning organizations.
  • Supervises training staff, including performance management and results for the assigned area, and approves overtime.
  • Revises standard operating procedures, plans, and/or methods to incorporate updated training and technical guidance.
  • Provides liaison and representation to public safety directors, JHU and JHM stakeholder communities, working groups, and committees in developing policy, procedural, and training solutions.
  • Reports data and summary analysis on employee compliance, training program effectiveness, delivery models, and outcomes.
  • Identifies security, police, and special police licensing mandates, monitoring for updated legislative requirements and judicial interpretations.
  • Maintains good relationships, responsiveness, and effective communication with other divisional offices, sites, and various Johns Hopkins Institutions and entities.
  • Handles incoming calls courteously and competently, providing information and answering questions pertaining to Johns Hopkins Public Safety, training programs, and facilities.
  • Responds to requests from alumni for research, service, and/or information.
  • Manages basic, advanced, and specialized training specific to the Automated Communications Training Facility, assisting instructors with lesson plans for automated communications systems (e.g., CJIS networks, METERS, NCIC, AFIS, E-TIX, CapWIN, Axon BWC, RMS, CAD).
  • Identifies CJIS, police, and applicable emergency communications licensing and regulatory mandates.
  • Applies working knowledge of public safety communication operations, applicable laws, and CJIS policies, procedures, and regulatory requirements.
