As manager, public policy, you will support Starbucks public policy and advocacy work on issues impacting our partners, our business, and the communities we serve. This role helps monitor policy developments, coordinate research and materials, support engagement with external partners, and translate policy activity into clear updates for internal teams. You will work closely with government affairs partners and cross-functional teams to help Starbucks show up as a trusted, constructive voice in policy conversations.

Requirements

  • Three or more years of experience in government affairs, public policy, or related roles.
  • Experience managing projects with multiple internal and external stakeholders, including developing timelines, trackers, reporting tools, documentation, and leadership updates.
  • Strong writing and editing skills, with experience drafting policy materials and briefings.
  • Working knowledge of legislative and regulatory processes and the ability to monitor, organize, analyze, and communicate policy developments.
  • Ability to work well independently and with others.
  • Self-starter with excellent judgment and high integrity.

  • Bachelor’s degree is preferred in political science, public policy, communications, business, or a related field.

Responsibilities

  • Monitor legislative and regulatory developments that may impact Starbucks partners, business operations, or long-term policy priorities; prepare clear summaries and updates.
  • Conduct policy research and help identify emerging trends, risks, and opportunities; organize findings into practical insights that support recommendations and decision-making.
  • Help maintain relationships with trade associations, coalitions, policy experts, external advisors, and other third-party partners by coordinating meetings, tracking follow-ups, and help mobilize external support for policy priorities.
  • Draft and support the development of advocacy materials, including briefing documents, policy memos, talking points, testimony, comment letters, meeting notes, and legislative updates.
  • Partner with business teams to support alignment on policy positions, messaging, and engagement strategies.
  • Support advocacy activity in alignment with lobbying, ethics, disclosure, and political compliance requirements.
