About The Position

Executive Human Resource Service is seeking a Manager, Proposal Operations for a client in the Defense, Aerospace, and National Security Sectors. This role is crucial for shaping the company's growth strategy by leading high-impact pursuits and driving proposal excellence. The successful candidate will lead strategic, high-value proposal efforts, partner with senior leadership, and enhance proposal processes and best practices. This position offers a blend of strategy, business development, project leadership, and operational execution.

Requirements

  • Bachelor's degree required; advanced degree preferred.
  • Minimum of 9 years of related proposal, capture, business development, or government contracting experience.
  • Graduate degree with a minimum of 7 years of relevant experience may be considered.
  • In lieu of a degree, a minimum of 13 years of directly related experience will be considered.
  • Demonstrated experience managing complex federal, DoD, aerospace, aviation, or defense proposal efforts.
  • Experience leading cross-functional proposal teams in a deadline-driven environment.
  • Proven success managing proposal schedules, compliance activities, reviews, and final submissions.
  • Knowledge of federal procurement processes, RFP requirements, and government contracting practices.
  • Ability to obtain and maintain a security clearance.
  • Experience supporting capture and pursuit activities during pre-proposal and early business development phases.
  • Familiarity with proposal management methodologies and best practices.
  • Strong editing and quality assurance capabilities.
  • Strong project management skills with the ability to manage multiple priorities simultaneously.
  • Proven ability to drive accountability and maintain schedule discipline.
  • Effective facilitator of proposal reviews, status meetings, and decision-making discussions.
  • Understanding of capture management and business development processes.
  • Strong analytical and competitive assessment capabilities.
  • Advanced Microsoft Office proficiency, including Word, Excel, PowerPoint, and SharePoint.
  • Strong organizational and document management skills.
  • High attention to detail with a commitment to quality and accuracy.
  • Must be US Citizen or Authorized to Work in the United States

Nice To Haves

  • APMP Certification and/or Shipley Proposal Certification.
  • Aerospace, aviation, defense, or government contractor experience.
  • Experience developing proposal strategies, win themes, and competitive positioning.
  • Strong proposal writing, editing, and content development capabilities.
  • Desktop publishing and proposal production experience.
  • Experience maintaining proposal repositories, content libraries, and lessons-learned databases.

Responsibilities

  • Lead strategic, high-value proposal efforts for government and defense customers.
  • Partner directly with senior leadership, capture teams, and subject matter experts to influence business growth initiatives.
  • Build and enhance proposal processes, tools, and best practices that improve organizational competitiveness.
  • Drive proposal innovation through the development of compelling win themes, discriminators, and customer-focused messaging.
  • Contribute to a culture of operational excellence and continuous improvement.
  • Expand leadership responsibilities while supporting mission-critical aerospace and defense programs.
  • Ensure proposal responses are compliant, compelling, and customer-focused.
  • Develop compliance matrices and manage proposal review cycles.
  • Lead and motivate multidisciplinary proposal teams.
  • Manage multiple priorities simultaneously.
  • Facilitate proposal reviews, status meetings, and decision-making discussions.
  • Translate customer requirements into compelling proposal strategies.
  • Develop and communicate win themes, discriminators, and value propositions.
  • Maintain proposal knowledge repositories and reference libraries.
  • Manage proposal schedules, compliance activities, reviews, and final submissions.
