About The Position

The Edmonton Police Service has an exciting opportunity for an experienced leader to join the Exhibit Management Branch as the Manager of the Property Exhibit Section (PES). PES encompasses the Property Exhibit Unit (PEU), Drug Exhibit Unit (DEU), and Cash Processing Centre (CPC), providing comprehensive property and evidence management services to support police operations, investigations, and court proceedings. Reporting to the Director, Exhibit Management Branch, the Manager provides strategic and operational leadership for the secure custody, accountability, continuity, release, and disposition of property and exhibits entrusted to the Edmonton Police Service. As the subject matter expert for the Section, the successful candidate will lead a diverse team, ensure compliance with applicable legislation, Provincial Policing Standards, and EPS policies, and drive continuous improvement and modernization of evidence management operations.

Requirements

  • University Graduation in Law Enforcement, Business Administration, Management, Public Administration, or a related discipline. An equivalent combination of education, training, and relevant experience may be considered.
  • A minimum of five (5) years of progressively responsible experience in law enforcement operations, including experience in property and evidence management, or a related operational environment.
  • Minimum of three (3) years of supervisory experience, including responsibility for employee leadership, performance management, workforce planning, coaching, and employee development.
  • Experience interpreting and applying legislation, Provincial Policing Standards, court requirements, and organizational policies relating to property and evidence management.
  • Experience developing, implementing, and evaluating operational policies, procedures, business processes, and continuous improvement initiatives.
  • Experience leading quality assurance, audit, compliance, or operational modernization initiatives within a regulated environment.
  • Experience with financial management, including budget monitoring, forecasting, cash handling controls, and organizational resource management.
  • Strong leadership, analytical, problem-solving, and decision-making skills, with the ability to manage complex operational issues and competing priorities.
  • Excellent written and verbal communication skills, including the ability to effectively communicate complex operational or technical information to a variety of audiences.
  • Strong interpersonal, negotiation, conflict resolution, and stakeholder relationship management skills.
  • Demonstrated knowledge of Occupational Health and Safety legislation, standards, and safe work practices.
  • Knowledge of evidence continuity, cash handling controls, court procedures, and the secure custody, retention, release, and disposition of property and exhibits.
  • Ability to obtain membership or certification with the International Association for Property and Evidence (IAPE) within six (6) months of hire.

Responsibilities

  • Providing strategic and operational leadership to Property Exhibit Section employees, ensuring the effective delivery of evidence management services across the Property Exhibit Unit (PEU), Drug Exhibit Unit (DEU), and Cash Processing Centre (CPC).
  • Overseeing the secure intake, custody, accountability, continuity, storage, release, retention, and lawful disposition of property and exhibits entrusted to the Edmonton Police Service.
  • Leading the development and implementation of Section goals, operational priorities, and business plans that align with the strategic direction of the Exhibit Management Branch and Edmonton Police Service.
  • Ensuring evidence management practices comply with applicable legislation, Provincial Policing Standards, Edmonton Police Service policies and procedures, court requirements, and established evidentiary standards.
  • Developing, implementing, and continuously reviewing policies, procedures, quality assurance measures, and business processes governing the management of property and exhibits.
  • Leading audit and quality assurance activities, identifying compliance or operational risks, and ensuring appropriate corrective actions are implemented and monitored.
  • Leading the review and modernization of evidence management processes by identifying opportunities to improve operational efficiency, technology utilization, data-informed decision-making, and service delivery.
  • Providing operational oversight of PES facilities, including exhibit warehouses, secure vaults, the Cash Processing Centre, and other controlled storage areas, ensuring appropriate security, capacity management, infrastructure, and business continuity.
  • Providing leadership, coaching, employee development, and performance management while fostering a culture of accountability, collaboration, safety, and continuous improvement.
  • Reviewing and resolving complex operational issues, stakeholder concerns, and complaints relating to the custody, security, handling, release, or disposition of property and exhibits.
  • Promoting a safe and healthy workplace by ensuring compliance with Occupational Health and Safety requirements and proactively identifying and mitigating operational risks.
  • Contributing to Exhibit Management Branch strategic planning by identifying emerging evidence management risks, operational pressures, and opportunities for continuous improvement and modernization.
