About The Position

The City of Gahanna is looking for an experienced Engineering Project Manager to oversee permitting, private development, right-of-way management, and special engineering initiatives. This position offers the opportunity to manage complex projects, lead teams and consultants, and contribute to the City's continued growth and development. The starting salary is between the minimum and midpoint of the range ($79,747.20 hourly - $97,676.80 hourly). Candidates will start at the minimum of the range unless their skills, experience, education or other factors exceed the qualifications for the position.

Requirements

  • Bachelor of Science degree in civil engineering or construction management (or related field) from an accredited four-year college or university
  • Four (4) or more years of related experience with at least one (1) year of supervisory duties.
  • Current and valid Ohio driver’s license with an acceptable driver’s abstract to meet criteria for insurability established by the City of Gahanna.
  • Knowledge of engineering principles, practices, concepts, procedures, and methods.
  • Knowledge of management and leadership.
  • Knowledge of public works construction practices, methods and procedures.
  • Knowledge of administrative principles and practices, including goal setting and implementation.
  • Knowledge of project management and contract administration.
  • Knowledge of City property surveys, plats, acquisitions and disposal of properties and vacation of easements as required.
  • Knowledge of municipal government structure and processes.
  • Knowledge of administrative principles, concepts, practices, and procedures.
  • Knowledge of all applicable state, federal and local ordinances, laws, rules and regulations.
  • Knowledge of all computer applications and hardware related to performance of the essential functions of the job.
  • Knowledge of department organization, standard operating guidelines and policies, rules, and regulations.
  • Skill in planning, organizing, assigning, directing, reviewing and evaluating the work of fellow staff members.

Responsibilities

  • Carries out managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and supervision of staff and third-party consultants; staff development and training, planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.
  • Manages, oversees, and coordinates the private development & right of way process which may include engineering plan reviews, preconstruction conferences, site inspections, right of way and easement recording processes associated with private developments, warranty, close out, and GIS integrations.
  • Works closely with developers, consultants, contractors, residents, utilities, regulatory agencies, and City departments to ensure efficient permitting processes, high-quality infrastructure development, and compliance with all applicable laws, regulations, standards, and City ordinances.
  • Plans, coordinates, and manages all phases of assigned engineering projects including scope development, consultant coordination, budgeting, scheduling, procurement, construction administration, and project closeout.
  • Responsible for the management of design professionals, consultants, and contractors.
  • Develops and manages project budgets and schedules; monitors expenditures and project progress to ensure alignment with approved scope, schedule, and funding constraints.
  • Manages inspection of private development improvements; assesses fees for inspection services including collection, account management and disbursement of payments.
  • Administers and enforces the City's Right-of-Way Ordinance, including permit review, permit approval, contractor compliance, inspection oversight, and coordination with utility providers.
  • Works collaboratively with other city departments involved in permitting processes.
  • Coordinates and oversees engineering-related GIS data updates and asset management records.
  • Prepares complex, routine, and non-routine reports; receives, sorts, and summarizes material for the preparation of reports; prepares work reports.
  • Assists in the formulation of the budget and monitors expenditures for areas of responsibility.
  • Assists with the Asset Management Program.
  • May prepare RFQs/RFPs and manage the design, quantity take-offs, bidding, construction, inspection, budgeting, and quality control measures of assigned projects.
  • Regular, predictable, and punctual attendance is required.
  • Assists in the development and administration of the capital improvement program.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.
