Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our CPG – GO/UP team is seeking a manager to help oversee infrastructure delivery. This position manages a team of staff, consultants and contractors/service providers to deliver capital railway transit infrastructure projects encompassing the planning, design, procurement, construction, commissioning and handover phases, and in accordance with approved timelines, budget and safety and quality standards.

Requirements

  • Completion of a degree in Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in planning, design, and construction, commissioning, and handover of transit facilities, station buildings & parking infrastructure, and/or Railway track & structures, including direct experience managing railway corridor infrastructure projects, and Railway service planning deliverables.
  • Strong project and business management skills to manage construction projects from start to completion; knowledge of procurement processes to identify opportunities for improvements and cost savings, and budget management skills to plan and monitor departmental budgets.
  • First-hand knowledge of Progressive Procurement Delivery including Construction Manager, and Progressive Design Builds.
  • Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the transit/Railway construction standards and procedures.
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. Must meet and maintain the corporate standard for a good driving record.

Nice To Haves

  • Project Management Professional (PMP), Professional Engineer (P.Eng.), Certified Engineering Technologist (CET) designations are considered assets.

Responsibilities

  • Manage capital corridor infrastructure projects through all stages of scope definition, design, construction, and close-out, coordinates project management responsibilities, reviews project progress, identifies deficiencies and opportunities, and recommends solutions.
  • Integrate corporate requirements, commitments, and initiatives into projects, including but not limited to design and construction requirements, environmental assessment conditions, Railway requirements, municipal commitments, Passenger Charter, Community Charter, design excellence, and property acquisition conditions.
  • Collaborate with the applicable Centre(s) of Excellence and other Metrolinx, Regional, and Railway stakeholders to incorporate requirements, and ensure projects are implemented consistently, efficiently, safely, and in a coordinated manner.
  • Review technical advisors, consultants, and service providers submittits and makes recommendations for proposed projects consistent with strategic plans and business objectives.
  • Oversee technical advisors, consultants, service providers and contractors in the delivery of scope of work, as defined in regard to contracts and projects, ensuring that corrective actions and escalation is initiated when necessary.
  • Provide leadership, direction, and coaching to staff and multiple project team members.
