The Manager, Procurement Operations & Compliance leads the Procurement Operations & Compliance team, driving process excellence, systems optimization, regulatory adherence, and enterprise‑wide operational performance. This role oversees continuous improvement initiatives, ensures alignment to purchasing system requirements, and partners closely with functional stakeholders to achieve department goals. The Manager serves as a key leader in the implementation of procurement tools, workflows, and digital transformation efforts while ensuring full compliance with internal policy and federal contracting standards.

Requirements

  • Bachelor’s degree 7+ years of experience in Procurement, Supply Chain, Contracts, or related operational roles, with at least 3 leading operations.
  • Demonstrated experience supporting FAR/DFARS compliance, CPSR audits, and purchasing system requirements.
  • Proven success implementing or managing procurement systems, digital tools, or transformation initiatives.
  • Strong project management skills; PMP or equivalent preferred.
  • Skilled at stakeholder management, process improvement, data analysis, and team leadership.

Responsibilities

  • Team Leadership & Strategic Direction
  • Lead and mentor the Procurement Operations & Compliance team, setting priorities, managing workload distribution, and guiding performance.
  • Drive the strategic roadmap for procurement operations, ensuring alignment with organizational goals and enterprise compliance expectations.
  • Champion a culture of operational excellence, data-driven decision making, and continuous improvement.
  • Procurement Compliance & Regulatory Oversight
  • Oversee compliance programs related to all procurement related policies, procedures and corporate governance.
  • Maintain and enhance the organization’s purchasing system, ensuring readiness for government audits and internal reviews.
  • Lead internal compliance assessments, corrective action planning, policy updates, and audit preparation activities.
  • Process, Tools, & Systems Optimization
  • Own the implementation, maintenance, and improvement of procurement systems, digital tools, AI-enabled capabilities, and workflow automations.
  • Lead continuous-improvement initiatives to streamline processes, standardize templates, enhance user experience, and improve reporting accuracy.
  • Partner with IT, Finance, and cross-functional teams to ensure system integration and operational alignment.
  • Operational Management & Prioritization
  • Drive prioritization of initiatives across the Procurement Operations & Compliance team, ensuring on-time execution of goals, milestones, and deliverables.
  • Track KPIs, dashboards, and operational metrics; use data to identify gaps, opportunities, and corrective actions.
  • Manage strategic events and forums designed to enhance collaboration, knowledge transfer, and procurement visibility across the organization.
