About The Position

The Manager, Payroll and Benefits completes the accurate and timely bi-weekly payroll processing for multiple employee groups across various provinces and states, ensuring full compliance with all applicable legislation. This role completes required payroll activities, including tax filings, benefit and pension remittances, reconciliations, and year-end reporting. In addition, the Manager administers employee benefits programs such as health, dental, pension plans, and 401(k). This position also plays a critical role in maintaining data integrity within the HRIS by ensuring accurate information entry and updates. The Manager ensures that all payroll and benefits processes are executed with precision, compliance, and a strong focus on delivering a positive employee experience. This is a hands-on role that requires attention to detail and alignment with organizational goals, legal requirements, and best practices.

Requirements

  • University/college education in Business, Human Resources or related field, or equivalent experience.
  • Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) designation.
  • A minimum of four years’ experience with payroll administration in a multi-province/multi-country environment with seasonal fluctuations of employee numbers from 150 to approximately 500+ employees.
  • Experience with benefit and pension plan administration, and accounting.
  • Proficiency in payroll and HRIS software as well as Microsoft Word, Excel, Outlook, etc.
  • Knowledge of legislation related to human resources and/or payroll across multiple jurisdictions within Canada and the United States.
  • Ability to work in a fast-paced environment and adhere to strict deadlines.
  • Exceptional interpersonal, communication and problem-solving skills.
  • Strong organizational, attention to detail and planning skills.

Nice To Haves

  • Experience using Payworks, Dayforce (Ceridian) and BambooHR software would be considered an asset.
  • Bilingual (English and French) – an asset.

Responsibilities

  • Complete end-to-end payroll processing for all employees (USA), ensuring accuracy, timeliness, and compliance with federal and State legislation.
  • Maintain and manage the relationship with the managed service provider for Canadian payroll services, ensuring service quality, compliance, and timely issue resolution.
  • Ensure managed service provider has all required information to process an accurate and timely Canadian Payroll.
  • Audit managed service provider input and processing for accuracy prior to payroll submission.
  • Support with the identification and onboarding of a managed service provider to process the US Payroll (anticipated: Fall 2026).
  • Act as the back-up for the full end-to-end payroll processing for all employees (CAN), ensuring accuracy, timeliness, and compliance with all legislation.
  • Collaborate with Finance on payroll reconciliations and reporting requirements.
  • Coordinate and conduct biweekly, end-of-month, end-of-quarter and year-end payroll activities (e.g. ROE processing, T4/RL1, W2s, accruals, summaries, Workers Compensation annual returns, EHT annual return, year-end balancing, etc.).
  • Administer and balance payroll-related remittances to various agencies and vendors (e.g. tax filings, benefit premiums, pension contributions, etc.).
  • Ensure accurate accounting treatment of payroll transactions as well as facilitating reconciliation of payroll-related accounts with the Finance Department.
  • Audit registers and reports to ensure all payroll processing data is accurate.
  • Serve as a payroll and benefits subject matter expert and keep on top of process changes or enhancements that will improve payroll productivity.
  • Respond to employee inquiries regarding payroll in a timely and professional manner.
  • Track benefit and pension eligibility according to plan documents, related legislation and established internal practices.
  • Support with any open enrollment periods and/or operationalize any updates to the benefit and/or pension/401K plans.
  • Ensure benefit and pension at source deductions are processed accurately.
  • Complete all assigned tasks related to the administration of all employee benefit programs, including health, dental, vision, life insurance, disability, retirement plans, and wellness initiatives.
  • Serve as the primary liaison with benefit providers and brokers, ensuring timely and accurate communication and issue resolution related to billing and customer service.
  • Ensure all related bills are paid on time, reconciled, and processed.
  • Accurate input of employee information within the HRIS system, including but, not limited to new hire information, benefits and payroll data.
  • Train other HR users for input into the HRIS System based on established practices and SOP’s.
  • Partner with HR team members to ensure timely updates for new hires, terminations, and changes to employee status.
  • Generate reports and analytics from HRIS to support decision-making and compliance requirements.
  • Support annual Employee Engagement Survey.
  • Act as primary HR contact for the annual Finance audit.
  • Support HR projects related to total rewards, system upgrades, and process improvements and others as assigned.
