About The Position

Destination Canada is seeking a strategic and collaborative Manager, Parliamentary and Public Affairs to lead the organization’s parliamentary affairs and shareholder reporting activities. In this key role, you will help ensure Destination Canada is well-positioned to meet its statutory obligations, respond effectively to parliamentary requirements, and deliver high-quality corporate planning and reporting products to the shareholder and central agencies. Reporting to the Director, Government Relations, you will work across the organization to coordinate the development of corporate reporting documents and materials, bringing together diverse perspectives and information into clear, timely, and impactful products. You will play a critical role in fostering strong relationships with government and industry stakeholders by supporting outreach activities, managing reporting timelines, and promoting a proactive, coordinated, and no-surprises approach to stakeholder engagement. Requirements

  • Graduation from a recognized university with a degree in social sciences, economics, business, public administration or related discipline or an acceptable combination of education, training and experience.
  • Minimum of five years of relevant experience in government relations, parliamentary affairs, public affairs, corporate reporting, public policy, communications, or stakeholder relations.
  • Experience developing corporate planning or reporting documents, such as corporate plans, strategic plans, annual reports, or business plans.
  • Experience preparing briefing materials and analysis for senior executives and government audiences, including briefing notes, presentations, and key messages.
  • Knowledge of federal government and parliamentary processes: understanding of the machinery of government, parliamentary procedures, central agency processes, and the federal public sector environment.
  • Research, writing and synthesis skills: ability to gather information from multiple sources, analyze complex issues and translate them into clear, concise and audience-appropriate materials.
  • Project coordination and deadline management: ability to manage multiple priorities, coordinate contributions across teams, and deliver high-quality work within legislated or fixed timelines.
  • Issues management and political acuity: ability to assess sensitivities, identify reputational or stakeholder risks, and support the development of appropriate messaging and responses.
  • Stakeholder relationship skills: ability to work collaboratively with internal business units and maintain effective working relationships with government, industry and external stakeholders.
  • Communication and presentation skills: ability to create clear, compelling presentations tailored to a variety of audiences that meet strategic communication goals.
  • Judgement and discretion: ability to manage sensitive and confidential information with sound judgment and professionalism.
  • Executive support and communications: ability to support senior management effectively by preparing briefing and presentation materials, conveying strategic information and recommendations clearly, and exercising sound judgement in managing time-sensitive matters.

  • Experience in the tourism industry and/or knowledge of Canada’s tourism sector, federal tourism priorities or the broader visitor economy ecosystem

Responsibilities

  • Leads the planning, drafting and production of the Corporate Plan and Annual Report within required timeframes. This includes researching and writing content to reflect Destination Canada’s strategic direction; coordinating inputs across business units. Ensures documents are prepared for approval by senior management and the Board of Directors, and supports processes related to central agency and shareholder approvals.
  • Prepares responses to Parliamentary Questions (oral and written) and other parliamentary requests, including gathering input from business units, assessing sensitivities and developing key messages to support effective issues management.
  • Coordinates and prepares responses to Access to Information and Privacy (ATIP) requests, ensuring accuracy, completeness and compliance with legislative requirements and timelines.
  • Primary lead on the development of federal government budget proposals from early concept through to submission, including coordinating inputs across business units and working with the CEO, relevant SVPs and teams to assess options, risks and opportunities and support the final proposal.
  • Serves as a resource on official languages requirements and leads annual reporting on compliance with the Official Languages Act.
  • Monitors and analyzes federal parliamentary activities related to tourism and Destination Canada’s mandate, including Question Period, committee work and emerging government priorities, and provides analysis and advice to senior management on issues, risks and opportunities.
  • Develops and oversees the preparation of briefing materials, including briefing notes, presentations, key messages, and other materials for senior management and government stakeholders.
  • Supports the coordination of government relations activities, including engagement with parliamentarians, ministerial offices and federal officials, ensuring alignment of messaging and a coordinated approach to stakeholder engagement.
  • Supports the coordination and delivery of shareholder and stakeholder outreach and engagement activities. This includes organizing meetings, tracking engagement, preparing briefing materials, and participating in engagement meetings as required. Contributes to relationship-building efforts and ensures engagement activities are strategic, documented and aligned with Destination Canada’s mandate and priorities.
