Job Summary: Plans, organizes, and oversees the daily activities and performance of Operations personnel to ensure efficient, reliable service delivery. Provides leadership and management of the District's SCADA system, ensuring optimal functionality, system integrity, and operational responsiveness. Collaborates with Engineering to implement and support initiatives outlined in the current Operations Master Plan. Establishes and monitors quality control standards and performance metrics to drive operational efficiency and continuous improvement. Supports the Director of Information Systems in reporting, budgeting, staff training, performance evaluations, and operational reviews. Works closely with Operations maintenance staff to coordinate system management, troubleshooting, and ongoing optimization of SCADA infrastructure. Essential Duties and Responsibilities: Manages, plans, and oversees the functions and activities of Operation staff and critical system functions, including deep well operations, PRV monitoring, JVWCD meter monitoring, pump station operations, instrumentation incorporation and calibration, and SCADA monitoring and analytics. Ensures reliable system performance, regulatory compliance, data-driven decision-making, and efficient coordination of operational resources to support uninterrupted water service delivery. Serves as the District's SCADA Manager, providing leadership and oversight of system performance, reliability, and security. Collaborates closely with Information Technology staff and cross-departmental teams to address SCADA-related needs, support system integration, and ensure coordinated operational response. Coordinate closely with Engineering staff on project planning and execution to ensure consistent equipment selection and standardized operating procedures, improve system reliability, streamline maintenance practices, and support efficient lifecycle management of District assets. Monitors and evaluates employee performance and handles employee disciplinary matters when necessary. Interviews applicants for positions, review, and make recommendations to the Director for hiring, and training. Train, evaluates, and directs staff to ensure that they are able to perform their duties and responsibilities safely and to the maximum of their skill and ability. Prepares and submits reports which may include monthly, quarterly, and annual reports, personnel activity, productivity and safety reports, and other miscellaneous reports requested by the Director or Executive Staff. Assists Director in preparation of the Operations budget.
