About The Position

The role is for a Manager, Operations and Finances (MOF) to support the Industrial Research Assistance Program (IRAP). IRAP helps firms develop technologies and commercialize them by providing technical and business advisory services and financial assistance to small and medium-sized enterprises. The Manager, Operations and Finances, develops, recommends, and oversees the implementation of IRAP’s program, operational, and business policies, processes, procedures, and guidelines, providing advice to regional leadership and the Director General. The Manager is also accountable for developing and maintaining financial, transactional, and other systems and tools that support IRAP business processes. Duties include people management, establishing work plans and commitments, providing guidance in policy and procedure interpretation and application, and preparing and managing annual planning models, templates, plans, and performance reports in accordance with IRAP’s Program Performance Framework and NRC requirements.

Requirements

  • A degree from a recognized post-secondary institution with a specialization in: business administration, public administration, finance, commerce or a related field. A combination of a post-secondary degree from a recognized institution in another field combined with experience, could be considered.
  • Extensive experience in the management of budgets, contracts, and of administrative functions, preferably in a public sector environment.
  • Extensive experience in the supervision of administrative staff, ideally in a decentralized office situation.
  • Significant experience in providing advice to management on operational processes related to financial and administrative services.
  • Experience in the development, interpretation, and implementation of operational policies and procedures.
  • Recent and significant experience using Microsoft Office, in particular Excel, Word, Microsoft Teams and Outlook at an intermediate level.

Nice To Haves

  • Experience working at an advanced level MS Excel would be considered an asset.
  • Experience in extracting, analyzing and synthesizing economic and business data into reports would be considered an asset.
  • Working knowledge of SAP would be considered an asset.

Responsibilities

  • Develops, recommends, and oversees the implementation of IRAP’s program, operational and business policies, processes, procedures and guidelines.
