About The Position

The purpose of the class is to plan, coordinate and supervise voter registration for County, state, and federal elections for Dorchester County and to perform related administrative and supervisory work as required. This class plans, organizes and implements programs within major organizational policies and reports program progress to executive-level administration through reports and conferences.

Requirements

Associate degree.
Requires at least six (6) years of related work experience including experience in management and supervision.
Must possess a valid state driver's license.
Must obtain certification from the State Election Commission within two (2) years of employment.
Must pass criminal background check.
May be a safety sensitive position which is subject to random drug and alcohol testing depending on the duties of the particular position.
Must be able to attend evening County Council and Board of Elections and Registration meetings.
Must be able to conduct evening training and voting machine demonstration events throughout the County.

Responsibilities

Plans, coordinates, and supervises the operations and activities of the County Voter Registration division of the Elections and Registration Department.
Supervises support staff. Supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
Reviews the work of assigned workers for completeness and accuracy; evaluates performance and makes recommendations for improvement; and offers training, advice, and assistance as needed.
Coordinates with local churches, schools, and organizations to ensure polling places are open and accessible to all voters.
Hires temporary employees to staff and operate the absentee precinct; monitors the absentee precinct proceeding elections to ensure proper receipt and processing of voting equipment and electronic components on election night. Oversees and directs additional or acquired satellite offices along with any early voting sites.
Develops, manages, and conducts training classes, schedules, and curriculum.
Oversees and manages Americas with Disabilities Act (ADA) issues at polling locations; completes periodic surveys; and meets with Protection and Advocacy for reviews.
Has oversight of election day/night accounting, processing, duplication, and tabulation of the absentee precinct to ensure proper reporting of absentee totals.
Attends election certifications and protest hearings; provides administrative support and carries out office directives.
Assists with the development of the department budget; controls budget expenditures; and ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Plans, coordinates, and conducts election worker training.
Maintains knowledge of current laws and regulations pertaining to voter registration and elections. Responsible for the implementation of the Help America Vote Act of 2002 (HAVA).
Receives and responds to public inquiries and complaints regarding department programs and services.
Processes purchases and invoices for the office.
Manages the website with up-to-date information as well as social medical pages regarding voter registration activities.
Plans and gives informative presentations to various civic and community organizations.
Handles payroll for poll workers; periodically, handles payroll for regular staff.
May have hours/days and location of work schedule change.
Attends meetings, conferences, and workshops as appropriate to maintain knowledge of current trends and regulations in voter registration and elections.
Performs general clerical work as required including, but not limited to, preparing reports and correspondence, entering, and retrieving computer data, copying, and filing documents, answering the telephone, processing mail, ordering supplies, and maintaining supply inventory, etc.
Performs other related job duties as assigned. All County employees are considered public servants for the citizens of Dorchester County. When requested before, during, or after an emergency event, County employees are expected to work and serve the public in coping with the emergency.
