About The Position

This position is part of the Central Collection Agency (CCA), Division of Taxation, and supports CCA’s mission of providing comprehensive municipal income tax administration and collection services to its member municipalities. This position will serve as a key member of the agency's leadership team and provides high-level administrative, operational, and fiscal support to the Income Tax Administrator. Assist in the planning, coordination, and implementation of agency-wide initiatives while overseeing administrative and fiscal support functions. Works collaboratively with department management staff to advance organizational goals, improve operational effectiveness, and ensure efficient delivery of services to member municipalities and taxpayers. Performs other job-related duties as required. This vacancy is to replace the previous Assistant Income Tax Administrator.

Requirements

  • Bachelor’s degree required.
  • Six (6) years of full-time management experience required.
  • Four (4) years of demonstrated leadership experience.
  • Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions.
  • Excellent written and verbal communication skills.
  • Valid State of Ohio Driver’s License required.
  • Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking.

Nice To Haves

  • Previous experience in accounting and/or aspects of accounting field
  • Previous experience in income taxes and, more specifically, municipal income taxes
  • Previous experience in municipal finance
  • Ability to maintain confidentiality of sensitive taxpayer information
  • Ability to adapt to a changing environment and handle multiple priorities simultaneously
  • Ability to effectively communicate across and with multiple layers of the Division, City, and/or external parties
  • Strong interpersonal skills, including, but not limited to, active listening, teamwork, responsibility, dependability, flexibility, and motivation
  • MPA, MBA, or graduate degree preferred

Responsibilities

  • Oversight of daily operations to ensure alignment with departmental objectives and organizational priorities.
  • Manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes.
  • Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness.
  • Monitor performance metrics and identify opportunities for process improvement.
  • Collaborate with leadership and cross-functional teams to support departmental initiatives.
  • Assist in the planning, coordination, and implementation of agency-wide initiatives while overseeing administrative and fiscal support functions.
  • Works collaboratively with department management staff to advance organizational goals, improve operational effectiveness, and ensure efficient delivery of services to member municipalities and taxpayers.
