About The Position

The Manager of Supply Chain Operations directs and implements all supply management activities for the assigned areas for the purpose of ensuring consistent and adequate supply availability and achieving high levels of customer satisfaction. Position assures that the Hospital is provided with consistent, high-quality, and cost-effective supply management operations with respect to all assigned supply management-related duties. Such assigned duties may include those related to inventory management, PAR location management, warehouse management, and central receiving and shipping functions. Position is responsible for assisting in the development, implementation, and continuous monitoring of goals, key performance indicators, customer satisfaction surveys, service level agreements, and policies and procedures for assigned locations and staff. Assists in the preparation of long- and short-term goals and objectives for the operations. Serves as the in-house consultant for all supply management functions.

Requirements

  • Bachelor’s degree in business administration or equivalent and four (4) years’ experience in healthcare supply chain operations, healthcare purchasing, or other closely related field; including at least two (2) years of supervisory experience.
  • Demonstrated strong analytical ability, specifically in Excel, enterprise software systems, and use of business intelligence tools.
  • Demonstrated knowledge of both procedural and non-procedural healthcare supply chain operations.
  • Knowledge of The Joint Commission (TJC), Occupational Health and Safety Association (OSHA) and Department of Health guidelines and regulations.
  • Demonstrated excellence with the interpersonal skills necessary to deal effectively with allied health professionals and vendors.
  • Knowledge of materials receiving, delivery, and inventory process principles, concepts, techniques and methodologies.
  • Strong working knowledge of applicable UTMB policies and procedures, UT System regulations, state and federal laws.
  • Self-directed, uses personal initiative to achieve outcomes.
  • Leadership, management, team building and coaching skills.
  • Customer service skills.
  • Excellent communication and problem-solving skills with a high degree of professionalism and competence in dealing with a variety of individuals.

  • Clinical operations experience, specifically in dealing with clinical care providers.
  • Certification with AHRMM, ISM, APICS, Healthcare Resource Management, CMRP, CPM, or CPIM.

Responsibilities

  • Manages the operational functions, specifically focused on the following:
  • Manages compliance with operational processes and initiatives.
  • Monitors and reports monthly on operational progress using best practice metrics
  • Provides for minimal inventory levels while maintaining maximum scope of product category inclusion with dual focus on clinical and procedural supply management activities. Assures that inventory levels are monitored, measured, and reported annually.
  • Manages all materials handling processes for assigned location ensuring provision of agreed upon levels of supply inventories and that all products are of acceptable quality.
  • Manages operational performance and maintains adherence to established budget guidelines.
  • Directs staff and oversees the professional growth and development of all assigned direct reports. Actively manages staff and assures that each is treated with respect and fairness and that each is provided with tools, training, and knowledge to perform their duties. Exercises responsible stewardship of finance and human resources.
  • Acts as a supporting resource to finance for all supply, service, and capital expense-related needs.
  • Measures and reports operational metrics on a departmental level and participates in benchmarking on a regional and national level.
  • Assists in the preparation of budgets for assigned supply chain management cost centers in a timely manner and in accordance with instructions from the Director of Supply Chain Operations.
  • Justifies budget variances as necessary.
  • Monitors and adjusts supply costs, staff mix, and productivity to achieve optimum use of resources. Supports quality service through proper organization, staffing, resource utilization and work allocation within the department.
  • Provides proper training and training materials and written policies and procedures to all new staff members. Conducts follow-up training and education at least annually.
  • Staffs departments with qualified associates with appropriate mix of skills to assure quality service standards.
  • Delegates tasks to efficiently achieve goals while maintaining quality of service.
  • Establishes procedures to monitor processes, tasks, or job activities and responsibilities of subordinates.
  • Works directly with the Director of Supply Chain Operations to develop performance improvement activities. Ensures that activities are monitored and promote improvements in the quality of services provided by the department. Achieves and maintains professional development and competence in the field of management.
  • Ensures core competency in the primary area directed/managed is current in order to maintain a level of expertise to evaluate employees.
  • Understands and practices generally accepted management principles in a manner that reflects respect.
  • Maintains current knowledge of management techniques and their applications in the health care field through the use of professional and trade journals, newsletters, etc.
  • Successfully completes internally and externally offered educational and training programs in order to serve as a role model in professional development. Maintains active membership in professional association. Provides effective leadership for Operations staff.
  • Creates an environment of teamwork and encourages creativity in a culture of continuous process improvement.
  • Meets regularly with staff to stay informed of issues and concerns and ensure goals and objectives are progressing according to plan. Coaches, motivates, and provides feedback, guidance, and support in both technical and human resources affairs.
  • Holds regular staff meetings and participates in the meetings by keeping staff informed of Supply Chain news. Provides a forum for staff to raise issues and concerns. Ensures issues are addressed in a timely and appropriate manner.
  • Works with staff to continuously improve and update skills by establishing an annual development plan tailored to each member’s specific needs.
  • Continuously improves and updates own leadership and professional skills by working with Director of Supply Chain Operations to establish an annual development plan. Maintains a high-performance work environment characterized by quality performance, positive relationships, and a strong team orientation.
  • Ensures adherence to all applicable operational policies and procedures.
  • Assists the Director of Supply Chain Operations with development of operational / supply chain goals and objectives. Communicates such goals and objectives to assigned staff and monitors performance
  • Rounds with purpose and objectives with all internal and external customers to ensure a complete understanding of needs and expectations.
  • Involves staff in decision-making whenever possible.
  • Communicates with staff and customers in a timely, clear, courteous, and accurate manner. Administers the performance management program for all supply management personnel.
  • Develops performance plans, job specifications, and essential functions in conjunction with the Director of Supply Chain Operations and according to performance management program guidelines, reviewed with staff and updated, if needed, on at least an annual basis.
  • Clearly communicates performance standards and expectations with all staff.
  • Provides ongoing coaching and performance feedback to staff throughout the year.
  • Maintains documentation of performance, both positive and negative, for all staff members.
  • Provides progressive counseling, as needed, consistently and fairly with all staff members.
  • Performs related duties as assigned.
