About The Position

Under the general direction of the Director of Finance and Administrative Services, this position will manage, coordinate and perform the corporate planning, budgeting and business analysis functions of the organization. This position will also plan and coordinate marketing of the Utilities' products and services, including analysis of market data and new product concepts. This position will involve developing, interpreting and implementing complex statistical, financial and accounting concepts or techniques. The role will require a high level of judgment, analytic ability and creativity such as investigating moderately complex problems or situations, analyzing information, communicating and recommending solutions.

Requirements

  • Broad knowledge of such fields as accounting, marketing, business administration, finance, etc.
  • Equivalent to a four year college degree, plus 5 years related experience and/or training, and 4 years related management experience, or equivalent combination of education and experience.
  • Ability to write reports, business correspondence, and policy/procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Valid Driver's License

  • Minimum of 5 years progressive financial management experience in utilities or closely related field or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.

Responsibilities

  • Responsible for developing, maintaining and monitoring long-term financial forecasts for all OMU business units, including development of various financial scenarios.
  • Responsible for developing and analyzing projected long-term OMU costs, including power supply costs and the Integrated Resource Planning, and various what-if cost scenarios.
  • Responsible for monitoring and analyzing projected Telecommunications, impact on retail cost requirements, including various what-if scenarios.
  • Responsible for identifying key financial trends and making necessary recommendations, if any.
  • Coordinates the annual OMU budget process and prepares the Annual Business Plan and Annual Report in conjunction with other department personnel.
  • Responsible for short-term and long-term OMU load forecasts in cooperation with the Transmission and Distribution Department, including those required to meet various OMU regulatory requests, such as SERC and other regulatory entities.
  • Responsible for monitoring, analyzing and developing revenue requirements, rate structures and cost recovery mechanisms for OMU Electric, Water and Telecommunications customers.
  • Responsible for researching, reviewing and analyzing other key planning issues, such as load and demand side management program, including recommendations for OMU business and economic development skills.
  • Assists in the development of business proposals, product packages, pricing strategy and service programs.
  • Responsible for bidding, administering and overseeing external consultants for integrated resource plan, rate and other planning studies, as required by OMU.
  • Assists as needed with bond financing activities and financial review presentations as required by rating agencies.
  • Performs monthly balancing of physical power transactions and reviews settlement accounting for transactions with power markets, balance authority, and bilateral counterparties.
  • Calculation of monthly variable rates and annual water district rates; communicating established rates to billing department, water districts and public service commission.
  • Performs any other related duties as required or assigned.
