About The Position

The Massachusetts Department of Public Health (DPH) is seeking a Manager of Internal Communications and Special Projects to provide strategic communication direction, guidance, and support throughout the Department. This role involves leading the development and implementation of internal and external communication strategies, including writing, editing, and producing materials. The position also offers technical assistance to program staff, supports the Office of Communications, Executive Team, and Commissioner in managing urgent and sensitive issues, and maintains DPH Communications guidelines and standards. Additionally, the Manager oversees the review of media and public records responses, manages the DPH internal intranet (Info Hub), and chairs the Info Hub advisory Team and the DPH website accessibility team.

Requirements

  • At least five (5) years of full-time or equivalent part-time professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management, or any equivalent combination of experience and substitutions.
  • Ability to work in an extremely fast-paced environment, responding to daily communication requests, following up in a timely way, managing multiple requests and competing deadlines regarding a wide variety of topics and priorities.
  • Ability to write concisely, to express thoughts clearly, to develop ideas in logical sequence, and to tailor tone and content to a variety of audiences.
  • Experience with gathering information, developing materials, and editing content for a variety of formats, including PowerPoint presentations, fact sheets, talking points, etc.
  • Ability to present complex information to a variety of audiences (ranging from subject matter experts to the general public) by using a variety of formats (e.g., written articles, social media, oral presentations, etc.).
  • Demonstrated ability to establish, build, and maintain positive relationships throughout a multifaceted organization.
  • Demonstrated ability to coordinate efforts of diverse groups.
  • Demonstrated project management skills, including experience developing tracking tools, guiding staff through project plans, etc.
  • Demonstrated ability to manage multiple priorities and competing agendas.
  • Awareness of strategies for using health education materials to connect with difficult-to-reach populations.
  • Knowledge of the principles and practices of effective health communications, including accessibility considerations.

Responsibilities

  • Plan, develop and deliver internal messaging to inform and educate DPH staff about relevant issues, initiatives, and information, including urgent communications, all-staff messages, emails, the monthly DPH Insider newsletter, and meeting presentations.
  • Prepare a wide range of communication materials such as talking points, speeches, fact sheets, website text, PowerPoint presentations, and briefing documents, ensuring alignment with DPH mission, values, equity principles, and goals.
  • Manage the email platform for distributing key internal messaging, including list maintenance and analytics tracking, and recommend enhancements to increase engagement.
  • Provide oversight of InfoHub and Sharepoint content and structure, regularly posting relevant news and updates, and chairing the InfoHub Advisory Team.
  • Collaborate with and advise executives, managers, and staff in identifying, developing, and responding to urgent and/or ongoing communication needs, particularly supporting teams with limited capacity.
  • Serve as the primary communications liaison with the Office of Preparedness and Emergency Management (OPEM) to support its communication needs, especially during public health emergencies and crises.
  • Provide technical assistance to DPH bureaus, offices, programs, hospitals, and staff to improve communications and marketing efforts.
  • Serve on internal planning committees that require communication support.
  • Draft talking points, remarks, quotes, and PowerPoint presentations for the Commissioner and Executive Team members’ external speaking engagements.
  • Oversee the Office of Communications review and approval of media and non-routine public records responses.
  • Develop and update key materials, such as “DPH at a Glance,” annually.
  • Review communication materials to ensure they meet the high standards of the Office of Communications and all EOHHS and DPH requirements, including accessibility.
