About The Position

Under the direction of the Senior Director of Facilities, the Manager of Capital Projects will oversee the planning, execution, and completion of various capital projects within the organization. This role involves coordinating with stakeholders, managing budgets, timelines, and resources to ensure projects are completed successfully. This position is responsible for overseeing all phases of project development, from initial feasibility studies and planning to procurement, construction, and project closeout. The Capital Projects Manager is expected to perform duties with a high degree of independence, initiative and judgment.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in public or business administration preferred, or related field and two (2) years of experience directing a major program area; OR six (6) years of experience in management in a public agency or private organization; OR any equivalent combination of education or experience.
  • Possession of a valid California Motor Vehicle Driver's License.
  • Strong negotiating skills across the spectrum of the design and construction industry.
  • Fluent in typical office software and construction software.
  • Basic supervision principles.
  • Knowledge of relationships between local, state and federal governments, public interest groups and private enterprise.
  • Knowledge of the principles of public administration, organization, and management.
  • Knowledge of methods of performing complex administrative, organizational and procedural analyses.
  • Knowledge of methods and procedures of public finance and budgeting.
  • Knowledge of detailed organizational and functional structure of the Authority.
  • Knowledge of principles of long-range financial planning and financing methods and practices of local governments.
  • Knowledge of local, state and federal laws, regulations and procedures affecting functions of the Authority.
  • Knowledge of contract management.
  • Knowledge of computer applications.
  • Ability to read and analyze architectural drawings.
  • Well versed in client communication and reporting.
  • Ability to learn and comply with all internal Project Management Methodology, Policies, & Procedures.
  • Ability to supervise, and/or direct the work of staff.
  • Ability to independently research, analyze and make effective recommendations on administrative, management, budgetary and fiscal practices, procedures and problems.
  • Ability to prepare, negotiate and administer contracts.
  • Ability to research, compile and analyze statistical and other complex data.
  • Ability to write complex reports in a logical, comprehensive, concise manner.
  • Ability to prioritize workload efficiently, without direct instruction, to meet deadlines under changing conditions.
  • Ability to exercise initiative.
  • Ability to facilitate, coordinate and negotiate between staff members of different County and non-County departments and offices.
  • Ability to acquire subject matter expertise in program specific special projects.
  • Ability to initiate and develop efficient, cost-effective policies.
  • Ability to prepare reports and present ideas orally and in writing.
  • Ability to win and maintain confidence and cooperation of others and establish and maintain effective special projects teams.

Responsibilities

  • Develops project plans, including scope, objectives, deliverables, and timelines.
  • Coordinates with relevant stakeholders to gather requirements and define project goals.
  • Reviews project documentation including contracts, change requests, change orders and compliance with contract documents.
  • Prepares and issues Requests for Proposals (RFPs) and bids to engage qualified consultants in contracts.
  • Develops project budgets, ensuring accuracy and alignment with organizational goals.
  • Monitors and tracks project expenditures to ensure adherence to budgetary constraints.
  • Identifies cost-saving opportunities and implement measures to optimize project spending.
  • May prepare, negotiate and administer contracts and amendments.
  • Allocates resources efficiently to support project requirements.
  • Coordinates with department heads to secure necessary personnel, equipment, and materials.
  • Ensures resource availability and utilization are optimized throughout the project lifecycle.
  • Oversees project implementation, ensuring adherence to established plans and specifications.
  • Monitors project progress, identify potential risks, and implement mitigation strategies.
  • Coordinates with contractors, vendors, and subcontractors to ensure timely project delivery.
  • Manages the relationships with client and partner stakeholders to ensure their satisfaction throughout the project.
  • Serves as the primary point of contact for project stakeholders, providing regular updates on project status, milestones, and issues.
  • Facilitates communication between internal teams, external partners, and senior management.
  • Addresses stakeholder concerns and resolve conflicts to maintain project momentum.
  • Presents and communicates well in front of clients and able to maintain and grow client relationships.
  • Establishes quality standards and procedures for project deliverables.
  • Conducts regular inspections and audits to ensure compliance with quality requirements.
  • Implements corrective actions as needed to address quality deficiencies.
  • Ensures all project deliverables are completed satisfactorily and according to specifications.
  • Coordinates the transition of project assets and documentation to relevant stakeholders.
  • Conducts post-project evaluations to identify lessons learned and areas for improvement.
  • Dependent upon assignment, may be required to supervise the operational activities of staff in an assigned are of responsibility.
  • Performs job-related work as required.
