About The Position

This position partners closely with the Deputy Director in overseeing, managing and leading business operations for the Air Pollution Control Division (APCD). The APCD oversees the development and implementation of Colorado’s overall air quality program. This role supports the Deputy Director in developing strategic priorities, work plans, and provides data to determine if the division is meeting its strategic and business goals. The position acts in the absence of the Deputy Director and supports any business operational needs for the division. Key responsibilities include leading or supporting improvements in fiscal planning and budget processes, overseeing fiscal note processes, data analysis, and evaluation of fee structures and sufficiency to ensure fiscal sustainability. The position also identifies and evaluates grant opportunities, supports cross-cutting operational initiatives, and prepares documentation for program and status updates. This role applies management skills to formulate strategies, processes, and guidelines that impact outcomes and enhance Business Operations, assisting in the effective administration of air pollution control programs and the development of strategic and work plans. It leads or coordinates complex, cross-functional projects, develops performance measures, and works with leadership to improve the visibility of program performance. Duties also include budget coordination, fiscal analyses, program summaries, data management, and strengthening the division’s infrastructure in partnership with CDPHE Administration and ensuring compliance with fiscal, personnel, and data governance standards.

Requirements

  • Ten (10) years of relevant experience in state or local government management or administration, public policy, business administration, OR a combination of related education and/or relevant experience equal to ten (10) years.
  • Two (2) years of experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.
  • Must be a current resident of the State of Colorado.
  • Legally authorized to work in the United States.

Responsibilities

  • Oversees, manages, and leads business operations in partnership with the Deputy Director.

  • Prepares briefings, issue summaries, and other written documentation for leadership.
  • Formulates strategies, processes, and guidelines to enhance Business Operations and support division missions.
  • Assists in managing the division’s efforts for effective administration of air pollution control programs.
  • Supports development of division-wide strategic and work plans.
  • Leads or coordinates complex, cross-functional, organization-wide projects or initiatives.

  • Analyzes population changes, capital investment, labor market shifts, resource consumption, economic requirements, market analysis, local/state government impacts, labor impact, rate structures, and behavioral shifts.
  • Liaises with engineers, accountants, financial auditors, attorneys, and elected officials.
  • Provides comparisons to other division, department, and executive branch modeling.
  • Estimates costs for fiscal notes to ensure adequate resources for increased work.
  • Partners with program and policy staff to support legislative action implementation.
  • Ensures division funding, spending patterns, and financial health align with departmental expectations.
  • Develops tools to support fiscal sustainability and communicate status.
  • Establishes and maintains metric dashboards for key measures.
  • Provides a continual tool to manage Cash funds, including trend and fund balance analysis.
  • Develops or partners on division budget submissions, reports, and requests.
  • Monitors trends in other state agency requests and legislature responses.
  • Evaluates alternative business solutions for efficiency and effectiveness.
  • Develops annual and 5-year budgetary plans for spending, indirect costs, and revenue collections.
  • Develops and reports budgetary updates, issues, dashboards, and trend analysis.
  • Strategically estimates areas of opportunity and creates budgetary tracking mechanisms.
  • Manages or supports cross-cutting initiatives like emergency preparedness and continuity of operations.
  • Assists in implementing cross-cutting air pollution control initiatives.
  • Works with leadership to improve visibility of program performance against goals.
  • Supports implementation of bills and other organizational initiatives.
  • Oversees, manages, and implements special projects.
  • Provides detailed analyses and project status summaries.
  • Coordinates reporting and manages data/metrics on annual work plans and Governor’s Office goals.
  • Develops and enhances a culture of robust reporting of performance, metrics, and deliverables.
  • Establishes and develops a division-wide dashboard to indicate progress.
  • Identifies opportunities to improve work processes and support organizational development.
  • Recommends improvements and works with programs to implement organizational and process improvements.
