About The Position

The Ontario Energy Board (OEB) is seeking a Manager, Natural Gas to oversee the analysis of applications related to rate-regulated natural gas utilities. Requirements

  • University degree in Finance, Accounting, Economics, Business Administration, Engineering, or related discipline.
  • 7 years’ experience in one or more of policy research, rate regulation, planning, design, and construction in a unionized environment
  • 3 to 5 years of management experience in a regulated industry, utility, public sector, or not-for-profit setting
  • Proven skills in influencing building rapport and stakeholder relations.
  • Issues management experience
  • Proven track record in innovation and modernization initiatives related to energy
  • Strong oral and written communication skills, including formal presentations to audiences
  • Knowledge of cost-of-service principles and the Ontario Energy Board’s Renewed Regulatory Framework is required
  • Knowledge of relevant legislation that affects the Ontario energy sector
  • Project management and organizational skills to undertake complex assignments and manage project teams
  • Proficient knowledge of Microsoft Office (Word, Excel, PowerPoint), Teams

Responsibilities

  • Manage the review of cost-based natural gas rates and facilities applications, and related projects focused on providing technical advice to assist in the resolution of issues.
  • Provide expertise, guidance, and advice to senior management and internal and external stakeholders, on issues or trends related to financial, economic, engineering, accounting and/or public policy-related issues in a regulatory context.
  • Identify challenges, emerging risks and issues faced by the organization and recommend solutions to reduce and eliminate challenges.
  • Where appointed, act as delegated authority to make decisions on behalf of the Ontario Energy Board with respect to applications such as franchise and certificate, leave to construct and quarterly rate adjustment mechanism.
  • Assign cases to technical staff and coordinate the review of complex generic issues and the overall review for applications relevant to natural gas rate setting and the construction, operation of distribution, transmission, and storage of natural gas as well as policy consultations on gas supply matters.
  • Provide direction, coaching, mentorship, and motivation to direct reports.
  • Provide regular performance feedback, informal feedback, talent planning and overall performance assessment.
  • Identify and promote development opportunities through training, work assignments and formal succession planning initiatives to nurture a high-performance culture.
  • Prepare formal reports, provide operational metrics, and recommend solutions for review and endorsement by senior leaders to improve business service delivery.
  • Develop and provide communication that is transparent and informative to the natural gas utilities and consumer groups to ensure accuracy and understanding of relevant OEB policies.
