About The Position

The Connecticut Lottery Corporation (CLC) is advancing its technical and operational capabilities to meet the demands of a rapidly evolving lottery environment. As we strengthen the reliability, security, and performance of our gaming platforms, we are seeking a forward-thinking and highly skilled Manager, Lottery Gaming Systems to help lead this critical operational evolution. This role presents an opportunity to shape one of CLC�s most foundational and high-impact functions. The Manager, Lottery Gaming Systems will oversee the functional operation of CLC�s Lottery Gaming System, ensuring its integrity, efficiency, and alignment with industry best practices. From directing quality assurance activities for both the gaming system and Internal Control System (ICS), to analyzing business processes and driving system improvements, this position plays a central role in maintaining the trust, accuracy, and operational excellence that define CLC�s gaming ecosystem. Reporting to the Director of Lottery Gaming Systems, this role serves as a key contributor within the Operations Division, collaborating closely with internal teams, system vendors, and technical partners to support seamless day-to-day operations and long-term strategic initiatives. The ideal candidate will bring strong analytical skills, deep operational expertise, and a systems-focused mindset to support an increasingly complex and dynamic technology environment. Requirements

  • Bachelor�s degree in a related field, or an equivalent combination of education and experience (minimum three years), preferably within the Lottery or Gaming industry.
  • Minimum of one year of supervisory or project lead experience, including responsibility for assigning work, monitoring performance, and providing feedback, continuous training and corrective action.
  • Strong proficiency with the Microsoft Office Suite.
  • Experience with lottery systems, ticketing systems, software testing, and other gaming-related systems.
  • Hands-on User Acceptance Testing (UAT) experience required.
  • Knowledge of software development processes and Change Order Management, including the lifecycle from issue identification through resolution.
  • Excellent verbal and written communication skills.
  • Ability to work cooperatively with various departments and individual stakeholders and work to support them.
  • High attention to detail and strong documentation practices.

  • Prior lottery experience is highly desirable.

Responsibilities

  • Leads oversight of Gaming System Vendors and ensures effective collaboration regarding system operations, changes, and enhancements.
  • Oversees acceptance testing and change management for the lottery gaming system, retailer terminals, iLottery, Second Chance Platform, ICS, and other related systems.
  • Ensures all testing activities meet or exceed CLC, industry, and regulatory standards resulting in error free software releases.
  • Prepares reports related to vendor failover testing, capability assessments, contractual compliance, and overall vendor performance.
  • Develops or contributes to specifications, release notes, trackers, and other documentation supporting lottery gaming system planning and operations.
  • Trains staff on the operation of the lottery gaming system, retailer network, ICS, and other systems, including proper documentation practices.
  • Creates and delivers presentations to internal teams and external vendors as needed.
  • Performs supervisory functions for assigned staff, including ICS team members, Project Manager, and QA staff, such as performance evaluations, feedback, and corrective action where appropriate.
  • Serves as a liaison to CLC�s regulatory agency, the Multistate Lottery Association, and other external entities as directed, including preparing documentation for oversight submissions.
  • Gathers, prepares, and processes information required by other departments across the organization.
  • Manages assigned projects related to gaming system operations and other initiatives as directed.
  • Completes administrative duties required for operational support.
