About The Position

The Program Manager IV within the National Space (NS) Strategic Business Unit (SBU) will manage programs via contracts with National Space customers as well as internal indirect projects. The NS SBU within BAE Systems, Inc., Space and Mission Systems (SMS) provides a wide variety of solutions for Government and prime contractor customers supporting the defense and intelligence community. Specifically, this role will support Athena portfolio development programs. These are Mission Prime contracts, responsible for the development, manufacturing, integration, testing, and delivery of the full Space Mission, which is comprised of the spacecraft bus, mission payloads, communications system ground software element and Segment system engineering. The National Space Strategic Business Unit works with members of the intelligence and defense communities to deliver space systems that drive mission success and provide resilient mission-level solutions to meet the customer’s greatest challenges.

Requirements

  • BS/BA in related field plus 12 or more years related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience.
  • Related technical experience may be considered in lieu of education.
  • Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • A current, active TS/SCI security clearance is required with ability to obtain and maintain TS/SCI with Polygraph.
  • Current knowledge and expertise in the program management lifecycle with the intelligence community, DoW, and relevant organizations in the defense and intelligence space arena
  • Mission focused program management background with government or industry desirable
  • Experience on one or more aspects of design, development, production, and test of sensor systems, spacecraft, and space missions for defense and IC Customers.
  • Experience in project or program and procurement management responsibilities for space systems.
  • Project or program management experience on space flight hardware.
  • Demonstrated excellent leadership and interpersonal skills in leading design development teams and proposal or new business capture activities.
  • Demonstrated ability to work successfully with demanding customers, difficult schedules, and technically challenging projects.
  • Solid customer and business acumen.
  • Excellent written communication and proposal writing skills.
  • Excellent presentation skills with documented presentation experience to senior decision making and technical audiences.
  • Experience operating within classified program environments.
  • Significant experience using program management tools, such as earned value management, active risk and opportunity management, as well as schedule and budget tools.
  • Significant experience in forecast planning accuracy and managing the team to forecast accuracy accountability.

Responsibilities

  • Lead NS programs as a Deputy Program Manager providing management, direction, and guidance that ensures successful program execution in accordance with the budget, schedule, contract, Statement of Work, and Technical Specifications.
  • Develop and monitor fidelity of the program baseline including definition of tasks, program budgets and program schedules.
  • Lead the program team to achieve objectives by providing guidance, setting priorities, and fostering professional growth among program managers and Integrated Product Team (IPT) leads.
  • Engage with Supply Chain Leads to streamline commercial procurement practices in support of hardware product line developments
  • Ensure team alignment with SBU goals and foster a collaborative environment to enhance program execution and new business pursuits.
  • Remove impediments to the team to allow them to execute efficiently.
  • Foster collaboration across the program team, ensuring alignment across program managers, technical leads, and sub-element teams.
  • Act as a liaison between technical leads, chief engineers, and individual contributors to resolve issues, drive innovation, and meet program objectives.
  • Plan, organize, and manage all program activities to meet contractual requirements and financial commitments to BAE Systems SMS firm fixed price, cost type contracts, or other transactional arrangement (OTA) contracts.
  • Lead the program using the BAE Systems SMS Lifecycle Management (LCM) framework.
  • Track program progress and performance using Earned Value Management System (EVMS) tools and metrics.
  • Evaluate and manage program changes (ECPs/CCBs) using a closed loop change management process.
  • Report accomplishments, issues, and concerns across the program, to National Space SBU leadership, and to customer stakeholders.
  • Provide data-driven insights for decision-making.
  • Oversee program resources, including capital assets and facilities, ensuring optimal allocation and utilization.
  • Drive proactive risk and opportunity management to protect financial commitments, schedule critical paths, and program objectives.
  • Actively manage program financial performance through a regular cadence of weekly, monthly, and quarterly finance and program performance reviews.
  • Delegate tasks and decision-making to the appropriate levels of authority.
  • Ensure adherence to government and company regulations, policies, and procedures.
  • Serve as one of the primary customer interfaces, providing regular program status updates and addressing program-related inquiries and coordination needs.
  • Facilitate clear and effective communication of program priorities, progress, and decisions across all levels of the program, using a variety of communication styles and tools.
  • Support the program and SBU by consolidating and presenting program status updates, issues, risks, and opportunities.
  • Collaborate with technical leads and chief engineers to review technical performance and ensure solutions align with customer requirements and program goals.
  • Facilitate resolution of cross-functional technical challenges by connecting resources and expertise across teams.
  • Facilitate clear and regular communication throughout the program team to help ensure the team stays informed of priorities, status, changes, and direction. Also strive to maintain positive morale and solid working relationships.
  • Coordinate with Strategic Capabilities Units (SCUs), Execution Areas (EAs), and program peers to communicate critical staffing needs, larger staffing ramp-ups, and staffing roll-off as some IPTs conclude their work.
  • Build and maintain relationships with Contracts, Subcontracts, Finance, Supply Chain, and other supporting teams.
  • Support strategic planning for follow-on activities, including capture planning, execution strategies, program planning and initiation.
  • Collaborate with leadership on discretionary investment strategies to position the program and SBU competitively for future opportunities.
  • Serve as a mentor to developing project engineers and technical leads, promoting professional growth and leadership development within the SBU.
  • Advocate for team members’ needs and career development, ensuring a motivated and high-performing workforce.
  • Promote continuous improvement within the program, identifying opportunities to enhance processes, efficiency, and program execution.
  • Lead or facilitate lessons-learned initiatives to apply insights to current and future programs.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
