About The Position

The Program Manager, IT is responsible for leading, governing, and delivering complex, cross-functional programs and multiple concurrent IT projects from initiation through completion. This role ensures strategic alignment, integrated delivery, value realization, and effective governance across the full program and project lifecycle, in accordance with Enterprise and IT PMO standards, SDLC practices, and change management methodologies. Serving as the primary point of accountability for program outcomes, the Program Manager, IT manages interdependencies, risks, financial performance, vendor deliverables, and stakeholder alignment, while providing leadership and guidance to Project Managers and project teams. The role partners closely with executive and IT leadership to translate strategy into execution and ensure initiatives deliver measurable business value.

Requirements

  • Bachelor’s degree in computer science, business, or a related field; or combination of post high school education and related experience equal to twelve (12) years.
  • 8+ years of related IT project management experience.
  • Advanced proficiency with Microsoft Office products, including Word, Outlook, PowerPoint, and Excel.
  • Advanced proficiency with electronic project management systems and tools, such as AtTask Enterprise Work Management.
  • Proficiency with analytics and reporting tools (e.g., Power BI, Excel) to build dashboards and communicate program health.
  • Ability to communicate effectively verbally and in writing, including conveying technical information to technical and non-technical users.
  • Ability to establish and maintain effective working relationships with internal/external business partners.
  • Ability to evaluate process effectiveness and develop change or alternatives.
  • Ability to prepare, monitor and administer budgets, as well as the ability to perform financial analysis.
  • Ability to function effectively with, or as part of a team.
  • Ability to indirectly mentor, coach, train and/or supervise employees.
  • Ability to effectively manage projects that may vary in nature and scope.
  • Ability to identify and/or document existing and new trend, as well as evaluate and predict their impact on the organization.
  • Ability to provide subject matter expertise, counsel, and effectively influence others at various levels within the organization.
  • Knowledge of and ability to conduct need, trend, feasibility and performance assessments.
  • Knowledge of and ability to apply the concepts, principles and practices of project designing, scheduling, estimating, planning, and inspecting.
  • Knowledge of and ability to apply the concepts, principles and practices of change management.
  • Knowledge of and ability to apply the concepts, principles and practices of the Software Development Life Cycle (SDLC).
  • Knowledge of training methodology and the ability to develop and facilitate technical/operational training to others.
  • Data analysis and reporting; ability to interpret program metrics, KPIs, and financial data to drive informed decisions.

Responsibilities

  • Lead the end-to-end delivery of enterprise programs and multiple complex IT projects.
  • Define program and project scope, success metrics, roadmaps, schedules, and delivery plans.
  • Manage cross-project dependencies, risks, assumptions, constraints, and change impacts.
  • Ensure adherence to IT PMO governance, SDLC standards, and change management practices.
  • Serve as the primary communication and escalation point for senior IT and executive stakeholders.
  • Provide executive-ready reporting translating delivery metrics into actionable insights.
  • Build strong partnerships across IT, business units, operations, finance, and vendors.
  • Own program- and project-level budgets, forecasts, and financial performance.
  • Track delivery against operating plans, timelines, and resources.
  • Oversee vendor tasks and ensure quality and timely deliverables.
  • Establish and maintain program and project governance structures.
  • Identify, mitigate, and escalate delivery and financial risks.
  • Ensure initiatives deliver measurable business value.
  • Coach and mentor Project Managers and project teams.
  • May directly manage employees responsible for IT projects or initiatives.
  • Promote consistency and continuous improvement across IT PMO practices.
